Modify the create_cipd_packages.sh script to allow uploading multiple build-tools versions, and update to new bundle (#179963) 
1. modifies the script slightly to allow passing in multiple versions
for a given element
2. updates to build tools 36.1.0, and adds 35.0.0 and 34.0.0
3. also adds cmake to the list, version 3.22.1, as that downloaded in
our ci currently
4. changes ci yaml and deps file accordingly

Update Engine to Android 16 (API 36) (#166796) 
Following the directions
[here](https://github.com/flutter/flutter/blob/main/docs/platforms/android/Upgrading-Engine's-Android-API-version.md)
to update engine to android 16.

1. Uploaded api 36 SDK to CIPD using the script from the above docs
2. Updates in Engine to use api 36
     - Updated buildroot
     - Updated SDK CIPD package in `DEPS`
     - Updated android build tools
     - Updated `targetsdk` and `compilesdk`
3. Confirm the engine sucessfully builds. I ran `et build -c
android_debug_unopt_arm64`
4. Bumped the gradle version in this PR due to seeing this warning
[here](https://github.com/flutter/flutter/blob/master/docs/platforms/android/New-Android-version.md#:~:text=Update%20Gradle/AGP%20support).

Note: Post mono-repo merge, we can now update buildroot and `DEPS` in
the same PR 🎊 !!! Also, updated the Clang path due to use of a new Clang
version in the bumped ndk.

Partially Addresses #166950

0619de0107 Upgrade Engine Android SDK to 35 (flutter/engine#53574) 
**REVIEW BUT DO NOT MERGE:** Will merge after https://github.com/flutter/buildroot/pull/870 lands.

1: Updates engine to use Android 35. Part of https://github.com/flutter/flutter/issues/150215.
Engine step of https://github.com/flutter/flutter/blob/master/docs/platforms/android/Upgrading-Engine's-Android-API-version.md.

2: Updates test runner AGP version to 8.5, engine Gradle version to 8.9 to accommodate update.

3: Fixes lint and suppresses deprecation warnings caused by the update. None of the deprecations are unknown by the team (they are handled in the code), but the tests emitted warnings.

83c02bfc38 Remove intermediate APKs during build process. (flutter/engine#52071) 
Found that these intermediates added a non-trivial amount of artifacts to the out directory. Folks run our of space because of the size of intermediates sometimes and this just exacerbates that problem.

Finishes part 2 of https://github.com/flutter/flutter/issues/145263.

This required fixing a python script to use the version of Java obtained
through the DEPS file rather than one assumed to exist in the
environment.

cf0b9e869c A native Android unit-testing harness. (flutter/engine#51479) 
Sets up rules to create an APK that is comprised of solely native code. Existing executable targets (like GTests) can then use this to run on Android devices while having access to activities, windows, etc.. This allows for broader test coverage. Basically, anything that needed an ANativeWindow could only be tested in an integration test.

Executables that need access to the native activity must provide an implementation of `NativeActivityMain` that returns a custom subclass of `flutter::NativeActivity`. The `native_activity_apk` reads like an `executable` or `shared_library` target. Just one that packages that executable in an APK.

The APK is built using the Android Tools and does not use Gradle. Creating a new APK after invalidating some code takes ~200ms on my machine. The edit, compile, run cycle for only a tiny bit worse than testing on the host.

Builds on top of this new infrastructure to create a `GTestActivity` that runs an existing test suites. This works really well except the GTest suite logs to `STDOUT` whereas the engine logs to `logcat`. To quickly work around this, a custom test status listener has been wired up. This only displays the test results to logcat today but a similar mechanism can be used to talk to the test runner in the host. I will wire this up in an upcoming patch as there is no hooks into this from CI right now.
