Licenses cpp ignore whitespace (#172512)

Replaces legacy licenses check with licenses_cpp (#172486)
Successful run example: https://ci.chromium.org/ui/p/flutter/builders/try/Linux%20linux_license/35497/overview The output of licenses_cpp was verified by comparing it's output with `//flutter/tools/license_file_compare`. All copyrights from the old tool exist in the new tool. major differences: 1) runtime - 30s locally 1) macos compatibility 1) there are no more checked-in goldens, instead the log from the run is used to audit design doc: https://docs.google.com/document/d/1TldHod_Ske3llv26l4eIyt64bg8TeDc7Jk7u9L7gnvM/edit?tab=t.0#heading=h.17wg41voij6q work left: 1) delete old license checker 1) clean up the handling of licenses that exist across multiple comments (boost license) 1) clean up the data directory so that whitespace between words is ignored. Adds more data to licenses_cpp. There are no missing copyrights after this PR. Licenses_cpp: Parses NOTICES and DEPS (#172044)
changes: 1) Now NOTICES files can be parsed 1) Now DEP files are parsed to make sure we are scanning cipd dependencies. Previously we just checked git repos. 1) Added a `secondary` directory to `data` that allows us to inject our own licenses. In a perfect world we wouldn't have this. When the dust settles it may not be necessary anymore. A lot of data updates. The big change here is allowing more than one license to hit in a LICENSE file as long as they don't overlap. After this change we are at 957 LICENSE copyrights, 943 LICENSE_CPP copyrights. The big additions here are: 1) Checking against the catalog of known licenses 1) Parsing of the known catalogs from disk 1) Nicer error messages With this PR we are getting pretty close to feature parity. The big changes left are updating the contents of of the data directory so we match what we want. Execution across the directory is still around 35s. licenses_cpp: Started writing the licenses file (#170539)
This writes the licenses and associates them with packages. It has simple deduplication. This also adds linux ci tests. Writing the file adds about 7 seconds, now we are at 37s. licenses_cpp: initial commit (#169105)
Initial commit for the c++ license checker. This lays the foundation for all the technical challenges. The logic isn't 100% what we want yet. This is a facsimile of the operations we want to perform and currently it operates in 30s as opposed to 30m with the old license chcker.
