Documents and fixes behavior when clipping background filter fragment shader (#178940)
fixes https://github.com/flutter/flutter/issues/178798 This passes all the golden tests. It fixes the linked issue by avoiding rasterization which resets the frag coords. I have a feeling there may be some case where this may fail that we haven't considered in a golden test. Small refactor in PlayStoreDeferredComponentManager.java (#178586)
This change :
- replaces `equals("")` with `isEmpty`
- removes unnecessary casting to `SplitInstallException` because
`getMessage` is inherited from Exception directly.
- avoid using a loop and use `addAll` instead :
```java
for (String path : soPaths) {
searchPaths.add(path);
}
searchPaths.addAll(soPaths);
```

This change reverts the following previous change:

## What's new?
- The `FlutterWindow` now consumes any `WM_SYSKEYDOWN (VK_MENU)` message
- Wrote a test to validate that this is the case
- Make it so that the `KeyboardManager` can be provided

## How to test?
1. Create a new flutter project
2. Add the following:
```dart
import 'package:flutter/material.dart';
import 'package:flutter/services.dart';
void main() {
runApp(const MyApp());
HardwareKeyboard.instance.addHandler((event) {
if (event is KeyDownEvent) {
print('Key pressed: ${event.logicalKey.debugName}');
}
return false;

// Rest of file unchanged from flutter create output
```
3. Click alt. Note that the message is received.
4. Continue clicking alt and validate that the message is received.
5. Alt tab out and back and note that subsequent alts are correctly
received.

Modernize framework lints (#179089)

FlutterWindowsView::SendWindowMetrics now reliably sends the display_id (#179053)
fixes https://github.com/flutter/flutter/issues/178982 This payload used to not matter (since the display ID was always zero), but now not setting the display ID results in the display ID to be set to zero. Bump Dart to 3.9 (#179041)
Prep for https://github.com/flutter/flutter/issues/178827 This bumps Dart to 3.9. [ios] Dynamic Content Resizing (#177410)
This PR fixes https://github.com/flutter/flutter/issues/169147 This is the iOS implementation of https://github.com/flutter/flutter/issues/149033 In Add-to-App scenarios, a common desired use case is to have the embedded FlutterView be able to size itself based on it's content. Up till now, the size had to be manually specified, which can be tedious and inaccurate. This PR adds a new flag, `isAutoResizable`, which enables the ability for the embedded flutter view to dynamically set it's own size based off it's content. Note that this feature will *NOT* work if the the embedded app is wrapped in flexible or unsized widgets, such as Scaffold. The FlutterView will just not display at all. Fix Windows Enter key after focus loss (#178523)
Fix issue: https://github.com/flutter/flutter/issues/169447 Problem: On Windows, pressing Enter after refocusing the app could drop the first keydown because the embedder still thought the key was pressed, causing a double-press requirement and HardwareKeyboard assertions. Fix: In KeyboardKeyEmbedderHandler, synthesize a key-up whenever Win32 reports a “fresh” down for a key still tracked as pressed, so Flutter sees a release before the new down. Only call glCheckFrameBufferStatus in the render pass in debug builds (#178707)
Rendering to an offscreen texture on platforms without implicit MSAA resolve causes the creation of a framebuffer each frame and a subsequent call to glCheckFramebufferStatus. This call can cause a full [GPU round trip] (https://developer.mozilla.org/en-US/docs/Web/API/WebGL_API/WebGL_best_practices#avoid_blocking_api_calls_in_production). This change creates a function in the proc table that only actually makes the glCheckFramebufferStatus check in debug builds, and changes the calls in render_pass_gles to use this function instead. An alternate way of doing this would be to directly wrap the callsites with `ifdef` checks, but this way was more easily testable and seemed cleaner. Also removes a redundant call to CheckFramebufferStatus. Document that error parameter must be initialized (#177730)
Flutter is built on top of GLib, and GLib's standard error mechanism
uses a structure `GError` and a function `g_set_error`. This function
takes a pointer to a pointer, setting it to a new `GError` for the outer
caller to receive. The model is designed to capture the first error that
occurs; as such, `g_set_error` checks if the supplied (by reference)
pointer is _already_ pointing at something. If it is, then it simply
emits a warning about this new error and discards it, assuming that
`error` already points at a presumably more-pertinent `GError`.
This semantic is sensible, but it isn't automatically obvious. It makes
sense when a function is calling multiple other functions, each of which
could return an error, ensuring that the error that gets returned is the
first one that happened. But, if you're only calling one function and
you don't have prior exposure to this design, it might not be
intuitively obvious that it has this intentional behaviour. Instead, the
`GError** error` parameter just looks like any old `out` parameter. That
can lead to code being written that doesn't bother to initialize the
error variable; after all, if no error occurs, it's irrelevant, and if
an error _does_ occur, then the function will overwrite it anyway,
right? (This latter being the incorrect assumption.)

GLib handles the fact that this isn't automatically obvious to someone
with no prior experience with straightforward documentation:
> GLib ▶ set_error
>
> Does nothing if `err` is `NULL`; **if `err` is non-`NULL`, then `*err`
must be `NULL`**. A new `GError` is created and assigned to `*err`.
Since this is, ultimately, the function used internally by Flutter API
functions to return errors through this channel, Flutter effectively has
this same semantic. As such:

GError *error = nullptr;
if (!fl_method_call_respond_success(method_call, result_value, &error)) {
g_warning("Failed to send Flutter Platform Channel response: %s", error->message);
g_error_free(error);

```
(edited per @robert-ancell) In addition, `g_autoptr` can be used to make
a smart pointer that automatically ensures that the error, if any, is
not leaked.

Flutter should make a similar mention in its documentation so that
people who are just discovering the system don't make the same mistake I
did. 🙂
This PR updates the inline documentation comments for public functions
that take `GError** error` parameters to warn concisely about this
situation. Note that it is not required (at least by `g_set_error`) that
they poin at `NULL`, specifically, just that they not be
_uninitialized_.

[fuchsia] Add wrapper for zx_iob_writev (#178626)
Unfortunately, I don't think there's an easy way to add a test for this because it's possible to create IOBuffers from dart. [Reland] Generate ignore lockfiles and Update Android Embedder Dependencies (#178538)
This PR is the first of 2 that will update the Android Embedder to use the new dependency for AndroidX Exifinterface. This PR generates the necessary ignore lockfiles files. [Reland] Gradle Lockfile workaround (#178485)
Create a workaround for generating gradle lock files. When the ignore files exist, gradle locking will be disabled. This will allow deps for the embedder to be checked in, and then in a follow-up PR the lockfiles can correctly be updated and the ignore files can be deleted. Note: This does NOT include the addition of the new exifinterface dep for the Android embedder. impeller: makes deferred display list images trash their display lists after they are realized (#178259)
fixes https://github.com/flutter/flutter/issues/138627 This stops ballooning recursive display_lists that can happen in animations. The display list actually can be larger than the image so keeping the display list around is no benefit. [Impeller] Use 32-bit index values in the tessellator if the platform supports it (#178088)
Applications may try to render paths whose point count exceeds the bounds of a 16-bit index. This PR changes the tessellator to use 32-bit indices when available but will fall back to 16-bit on platforms that do not support it (specifically OpenGL ES implementations without the necessary extension). Listen to text spacing overrides on the web (#178081)
