Modernize framework lints (#179089)
WIP

Commits separated as follows:
- Update lints in analysis_options files
- Run `dart fix --apply`
- Clean up leftover analysis issues 
- Run `dart format .` in the right places.

Local analysis and testing passes. Checking CI now.

Part of https://github.com/flutter/flutter/issues/178827
- Adoption of flutter_lints in examples/api coming in a separate change
(cc @loic-sharma)

Bump Dart to 3.9 (#179041)
Prep for https://github.com/flutter/flutter/issues/178827

This bumps Dart to 3.9.

We are holding off on 3.10 until we can include best practices for dot
shorthands in the style guide, which will follow the lint update in
#178827

[Reland] Generate ignore lockfiles and Update Android Embedder Dependencies (#178538)
This PR is the first of 2 that will update the Android Embedder to use
the new dependency for AndroidX Exifinterface. This PR generates the
necessary ignore lockfiles files. These files will be deleted in a
follow-up PR that also regenerates the gradle lockfiles from the
universal engine artifacts.

[Reland] Gradle Lockfile workaround (#178485)
Create a workaround for generating gradle lock files. When the ignore
files exist, gradle locking will be disabled. This will allow deps for
the embedder to be checked in, and then in a follow-up PR the lockfiles
can correctly be updated and the ignore files can be deleted.

Note: This does NOT include the addition of the new exifinterface dep
for the Android embedder.

Gradle Lockfile workaround and Android Embedder dependency change for ExifInterface (#177508)
Create a workaround for generating gradle lock files. When the ignore
file exists, gradle locking will be disabled. This will allow deps for
the embedder to be checked in, and then in a follow-up PR the lockfiles

Fix ElevatedButton.icon breaks focus traversal and VoiceOver when toggling icon (#177579)
## Description

This PR changes `ElevatedButton.icon` to avoid building a different
widget. When a different widget is created the whole subtree is
recreated which leads to various issues (Focus and A11y issues for
instance).
The change is similar to https://github.com/flutter/flutter/pull/175810
which fixed the exact same problem for `OutlinedButton.icon`.

Bump Templates To Correct Versions (#177416)
I bumped templates to the correct versions. I also included a fix for
kgp and agp compatability.

AGP 8.11.0 -> 8.11.1
Gradle 8.13 -> 8.14
KGP 2.2.0 -> 2.2.20

I ran `flutter analyze --suggestions` and `flutter build apk` to ensure
these are safe versions.

Will cherry pick this to beta after the pr merges.

[web] Self-cleaning service worker (#176834)
Introduce a self-cleaning service worker to replace the old one.

Previous attempts (https://github.com/flutter/flutter/pull/170918,
https://github.com/flutter/flutter/pull/173609) had (accidentally?)
disabled the loading of the service worker in `flutter.js`. This PR
preserves the logic for loading the service worker, and it prints a
deprecation warning.

[Gradle 9] Resolve Gradle 9 Deprecations in flutter/flutter part 1 (#176865)
Resolving Gradle 9 deprecations in integration tests and tooling.
Basically any Android project that is not in the engine.

I had to bump AGP to 8.11.0 (and subsequently bump gradle and KGP)
because lower versions include features that are deprecated in Gradle 9.

Fix Voiceover traversal for OutlinedButton.icon (#175810)
Fixes #172489 

When an OutlinedButton.icon is initially built with a null icon and
later updated to display an icon, the underlying widget implementation
changes. The button switches from a standard OutlinedButton to a private
_OutlinedButtonWithIcon widget.

This switch causes the button's entire semantic node to be destroyed and
a new one created in its place. For screen readers like VoiceOver, this
behavior is disruptive. If an accessibility service is focused on the
button when its icon appears, that focus is lost because the original
semantic node is discarded, leading to strange behaviour as it makes an
best effort to focus on an existing node.

This PR resolves the issue by ensuring the same widget is used
regardless of whether the icon is present. The logic for
_OutlinedButtonWithIcon has been merged into the base class
OutlinedButton, ensuring that no matter if you call OutlinedButton.icon
or OutlinedButton you recieve a widget of type OutlinedButton.

Migrate to list and builder Sliver convenience constructors (#173011)
In 2022, we introduced new convenience constructors like
`SliverList.builder` and `SliverList.list`. Unfortunately, LLMs like
Gemini seem to prefer the delegate pattern even when these convenience
constructors are usable. This updates Flutter's docs, code, and tests to
use these convenience constructors where possible. Hopefully this will
nudge LLMs to consider using the new APIs :)

I migrated 80% of the code by hand, and 20% using Gemini CLI. See
[go/loic-ai-log](http://goto.google.com/loic-ai-log) (Google internal)
for details.

There's a few locations that I wasn't able to migrate to the convenience
constructors due to missing APIs. I filed the following issues:

Normalize input decoration theme (#168981)
This PR is to make `InputDecorationTheme` conform to Flutter Material's
conventions for component themes:

- Added a `InputDecorationThemeData` class which defines overrides for
the defaults for `InputDecorator` properties.
- Added `InputDecorationTheme` constructor parameters:
`InputDecorationThemeData? data` and `Widget? child`. This is now the
preferred way to configure a `InputDecorationTheme`:

```dart
InputDecorationTheme(
	data: InputDecorationThemeData(
	    filled: true,
	    fillColor: Colors.amber,
	    ...
	  ),
  	child: const TextField()
)
```
These two properties are made nullable to not break existing apps which
has customized `ThemeData.inputDecorationTheme`.

- Update `InputDecorationTheme` to be an `InheritedTheme` subclass.
- Changed the type of component theme defaults from
`InputDecorationTheme` to `InputDecorationThemeData`.
- Changed the `InputDecorationTheme bottomAppBarTheme` property to
`Object? bottomAppBarTheme` in `ThemeData` and `ThemeData.copyWith()`
(Object? is used for the moment to minimize Google tests failure. A
follow-up PR will replace `Object?` with `InputDecorationThemeData`.
- Addresses the "theme normalization" sub-project within #91772.

A migration guide will be created on website repo.

Workspace (#169556)
Reland after https://github.com/flutter/flutter/issues/169844.

Switch Flutter to use pub workspaces as a preparation to unpin selected
packages.

Assumptions:

1. No packages in this repository are published to pub.dev --> We can
use `any` dependencies in most local pubspecs, as the global constraint
defines the version. An exception are the packages used outside of this
repo with an `sdk` dependency, namely `flutter_localizations`,
`flutter_test`, and `flutter`.
2. The "universes" `{flutter_tools}` and `{flutter,
flutter_localizations, flutter_goldens}` can use different packages
versions, as they are not resolved together. --> We do not need to
upgrade them in sync, we can first do one "universe", then the other.

Based on these assumptions, we use
https://github.com/mosuem/pubspec_merger.dart to merge all packages in
the `flutter` universe into a top-level pub workspace.

The `flutter` and `flutter_tools` workspaces being separate also ensures
that changes to `flutter` will not inadvertently break `flutter_tools`,
with not-so-nice consequences for our users which would be unable to run
`flutter upgrade`.

There is a third "top-level" pubspec besides `./pubspec.yaml` and
`packages/flutter_tools/pubspec.yaml`, namely
`packages/flutter_tools/.../widget_preview_scaffold/pubspec.yaml`. This
is an artifact due to it living under `flutter_tools`, so it can't be
part of the `./pubspec.yaml` workspace. Moving it would be a larger
change, and out of the scope of this PR.

This required a rewrite of the update-packages tool, but the main
functionality stays the same, as well as the argument names, to ensure a
seamless transition.

I have to factor out abstract class for RadioGroupRegistry and
RadioClient which are subclassed by RadioGroupState and RawRadio
respectively.

I have to do this because the RadioListTile that has 2 focusnode one for
listTile and one for the radio it builds. The issue is that RadioGroup's
keyboard shortcut has to tightly couples with the focus node of each
radio, but the radioListtile has to mute the radio's focusnode so it can
act as one control under keyboard shortcut

Therefore i abstract the out the logic of RadioGroup so that another
widget can participate by implementing the interface.

[Cupertino] Apply RSuperellipse to most Cupertino widgets (#167784)
This PR applies RSuperellipse to most Cupertino widgets. I got the list
by searching for `ClipRRect`, `drawRRect`, and `BoxDecoration` (with
`borderRadius`) through the package. They're replaced by
`ClipRSuperellipse`, `drawRSuperellipse`, and `ShapeDecoration`
respectively.

There are a few widgets that I didn't apply:
* `CupertinoTextField` as well as its related widget
`CupertinoSearchTextField`, because `CupertinoTextField` expects a
`BoxDecoration` argument. Migrating it is nontrivial and will take place
in a separate PR.
* `CupertinoTextSelectionToolbar`, because it seems complicated
(containing a lot of paths). I wonder if it's possible to replace the
clipPath with clipRRect/clipRSe for better performance.
* `CupertinoSwitch`. I suspect it's not an squircle since it tightly
contains a full circle.

This change reverts the following previous change:
Reland after #169357.

Switch Flutter to use pub workspaces as a preparation to unpin selected
packages.

Assumptions:

1. No packages in this repository are published to pub.dev --> We can

`flutter_test`, and `flutter`.

upgrade them in sync, we can first do one "universe", then the other.

Based on these assumptions, we use
https://github.com/mosuem/pubspec_merger.dart to merge all packages in
the `flutter` universe into a top-level pub workspace.

The `flutter` and `flutter_tools` workspaces being separate also ensures
that changes to `flutter` will not inadvertently break `flutter_tools`,
with not-so-nice consequences for our users which would be unable to run
`flutter upgrade`.

There is a third "top-level" pubspec besides `./pubspec.yaml` and
`packages/flutter_tools/pubspec.yaml`, namely
`packages/flutter_tools/.../widget_preview_scaffold/pubspec.yaml`. This
is an artifact due to it living under `flutter_tools`, so it can't be
part of the `./pubspec.yaml` workspace. Moving it would be a larger
change, and out of the scope of this PR.

This required a rewrite of the update-packages tool, but the main
functionality stays the same, as well as the argument names, to ensure a
seamless transition.

These packages were recently pinned (in
https://github.com/flutter/flutter/pull/168916) due to a bug
(https://github.com/dart-lang/test/issues/2498).

That bug was fixed and new versions of the test packages published. This

macOS: Update minimum macOS version to 10.15 (#168101)
This updates the Flutter minimum macOS version from 10.14 to 10.15 adds
a migrator for existing apps, and updates our own examples, tests, and
benchmark apps to 10.15. A follow-up patch will drop macOS 10.15
`@available` checks in the embedder.

This is required in order to use Swift in the embedder and not need to
bundle the Swift runtime libs in every app that uses Flutter. Swift
stable ABI was introduced in macOS 10.14.4.

As of March 2025, usage of macOS 10.14 is approximately 1.2~1.8%
depending on source of statistics, see example public usage data here:

This patch makes the following changes:
1. Updates mac_deployment_target from 12.0 to 13.0.
2. Changes templates to `MACOSX_DEPLOYMENT_TARGET`, `MinimumOSVersion`,
and Podfile `platform :osx` to 10.15.
3. Adds migrator for Podfile part to migrate `platform :osx, '10.14'` ->
`platform :osx, '10.15'`
4. Compiles with `-mmacosx-version-min=10.15`
5. Runs the migrator on all example apps and integration tests.

iOS: Update minimum iOS version to 13.0 (#167737)
This updates the Flutter minimum iOS version from 12.0 to 13.0, adds a
migrator for existing apps, and updates our own examples, tests, and
benchmark apps to 13.0. A follow-up patch will drop iOS 13 `@available`
checks in the embedder.

This is required in order to use Swift in the embedder and not need to
bundle the Swift runtime libs in every app that uses Flutter. Swift
stable ABI

`__DATA_CONST` section which is mapped read-only. This adds
`(__DATA_CONST,__const)` to the allowlist with the same enforcement on
exported symbol naming as before.

Add kotlin compatability to build file validation (#167143)
Fixes https://github.com/flutter/flutter/issues/161443 

* adds a new gradle task like `javaVersion` named `kgpVersion` that
prints the version of kgp.
* adds gradle_utils.dart method for getting kgp version
* * kgp method is moved to utilities and we attempt to use a plugin
method before reflection.
* adds methods or  evaluating KGP + gradle and KGP + AGP compatibility. 
* * It turns out that we have been using incompatible versions that
happen to work with the subset of kotlin we are using.
* Uses new kgp methods in flutter analyze --suggestions as part of the
existing agp/java/gradle compatibility matrix.
* adds new tests for all new functionality
* Adds comments to sections of the code I found could use them. 
* Modifies flutter gallery to use a compatible version of kotlin and
update its lockfiles.

[ Widget Preview ] Add support for theme and brightness properties on Preview (#167001)
The `theme` parameter of `Preview(...)` allows for developers to provide
a callback that returns a `PreviewThemeData` instance which can contain
theming data for Material and Cupertino widgets in both light and dark
modes. The provided theme data will be injected into the widget tree and
applied to the previewed widget.

The `brightness` parameter allows for developers to specify an initial
brightness setting (e.g., light vs dark mode) for the previewed widget.
If not provided, the current system default is used.

A new button has also been added to each widget preview card that allows
for toggling between light and dark mode for individual previews.
