[a11y] Add expanded flag support to Android. (#174981)
Closes https://github.com/flutter/flutter/issues/92040

- Adds `expanded` semantics flag support to Android
- Adds `onExpand` and `onCollapse` semantics actions
- Updates `robolectric` library
- Adds java and dart tests

#### Why were `onExpand` and `onCollapse` actions added?
It turned out that TalkBack doesn't announce the `expanded` state if
`expand/collapse` action is not set for the accessibility node.

#### Why was the `robolectric` library updated?

The `expanded` state support in Android was introduced in API 36. The
`roboelectric: 4.14.1` doesn't support API 36. To run tests for a newly
added functionality `roboelectric` library was updated to `4.16`, which
supports the latest Android version
(https://github.com/robolectric/robolectric/releases/tag/robolectric-4.16).

In case you think it would be better to update the `roboelectric` in a
separate PR, please let me know.

Migrate to WidgetStateMouseCursor (#175981)
Follow up https://github.com/flutter/flutter/pull/175573

Migrate the remaining files from `MaterialStateMouseCursor ` to
`WidgetStateMouseCursor `. This PR only focus on `WidgetStateColor`.

- This minimizes conflicts and reduces the size of the PR for easier
reviews and follow up
- I'll work on the other elements of
`packages/flutter/lib/src/material/material_state.dart` into other PRs

Implement Regular Windows for the win32 framework + add an example application for regular windows (#173715)
## What's new?
- Implement and test `_window_win32.dart`, the Win32 implementation of
`_window.dart` 🎉
- Wrote a bunch of tests in `window_win32_test.dart` which uses a mock
API barrier to mock the native Win32 layer
- Update `BaseWindowController` to extend `ChangeNotifier` and use it to
inform the `WindowScope` of when things change
- Made `RegularWindowController.empty()` a non-internal constructor, as
it is needed by implementations
- Added a _large_ example application for windowing where users can test
out different windowing concepts and see how they work!

To test, simply run the tests or try out the example app!

[time_picker] refactor: Distinguish widgets for dial mode only (#173188)
The code for time picker involves ambiguous widget names, which makes
understanding the widget structure more challenging.
I tried to use the namings of the [M3
specs](https://m3.material.io/components/time-pickers/specs) to make it
a bit clearer.
This also removes a code section which is not needed, as the widget is
only meant for "dial" and not "input" mode.

I didn't raise an issue, but I can, if that's still necessary.

This PR is test-exempt, as it doesn't add or fix any functionality.

fixes https://github.com/flutter/flutter/issues/170250

The original issue is that when a page gets stuck in the adding stage
due to top-level animation is still ongoing, removing that route causes
it to be in a inconsistent state. While fixing this issue, I also do
some clean up on the onDidRemovePage logic because the existing logic
can't handle this kind of operation

feat(cupertino): Add selectableDayPredicate parameter to CupertinoDatePicker for selectable day control #171332 (#171334)
### Description

This PR enhances the CupertinoDatePicker by introducing a weekType
parameter, giving developers more control over which days users can
select.

### Solution

To address this, I've added a new weekType parameter to the
CupertinoDatePicker widget. This parameter offers a declarative way to
control the set of selectable days displayed in the picker, with options
defined in a new WeekType enum:

WeekType.workDays (Monday-Friday)

WeekType.weekends (Saturday-Sunday)

WeekType.fullWeek (all days, current default behavior)

WeekType.custom (allows developers to provide a List<int> representing
the DateTime.weekday values that should be visible and selectable).

### Example
```dart
// Example: Display only work days (Monday-Friday)
CupertinoDatePicker(
  mode: CupertinoDatePickerMode.date,
  initialDateTime: DateTime.now(),
  minimumDate: DateTime(2023, 1, 1),
  maximumDate: DateTime(2024, 12, 31),
  weekType: WeekType.workDays,
  onDateTimeChanged: (DateTime newDateTime) {
    // Handle date change
  },
);
```

Add an assertion for the relationship between Visibility.maintainState and Visibility.maintainFocusability (#175552)
This change adds an assertion for the relationship between

Setting `maintainFocusability` to `true` is a no-op if `maintainState`
is set to `false`, so we should add a helpful assertion here.

## Add non-uniform border radius support to TableBorder
This PR extends TableBorder to support border radius even when the outer
border sides have different widths but the same color, similar to the
non-uniform border support added to Border in #121921.

### Changes
- Enhanced border rendering logic: TableBorder can now apply border
radius when outer border sides have uniform colors but non-uniform
widths/styles
- New helper methods: Added `outerBorderIsUniform` property and
`distinctVisibleOuterColors()` method to determine border uniformity
- Optimized paint method: Refactored the paint logic to handle three
scenarios:
  1. Fully uniform borders (existing optimized path)
2. Outer borders with uniform colors but non-uniform widths (new
non-uniform border radius support)
3. Completely non-uniform borders (fallback to standard border painting)

### Before/After
- Before: TableBorder with border radius required all sides (including
inner borders) to be completely identical.
- After: TableBorder with border radius only requires outer border
colors to be the same, allowing different widths per side.

### Example Usage
```dart
TableBorder(
  top: BorderSide(color: Colors.blue, width: 3.0),
  right: BorderSide(color: Colors.blue, width: 1.0),  // Different width
  bottom: BorderSide(color: Colors.blue, width: 2.0), // Different width
  left: BorderSide.none,                              // No border
  horizontalInside: BorderSide(color: Colors.red, width: 1.0), // Different color OK
  verticalInside: BorderSide(color: Colors.red, width: 1.0),   // Different color OK
  borderRadius: BorderRadius.circular(8), //  Now works!
)
```
Fixes: #173193

Load fonts in the order addFont is called (#174253)
Before this change, `load` loads fonts in a non-deterministic order.
After this change, it loads the fonts sequentially.

See cl/797583429 for the full context. We found that the order of how
fonts load for a specific font family actually affects runtime behavior,
and the current non-deterministic order of loading fonts leads to
flakiness.

Consider the following:

- foo.ttf has glyphs 'A' and 'B'
- foo-italic.ttf only has glyph 'B'

If `addFont(foo-italic.ttf)` is called before `addFont(foo.ttf)`, the
font loader will load `foo-italic.ttf` first and use that as the base
font. When looking for the 'A' glyph, it may will look for the glyph
only in `foo-italic.ttf`, which doesn't have it, and will show an
incorrect empty placeholder glyph.

[ Widget Preview ] Allow for custom Preview annotations, add support for runtime transformations (#175535)
This change updates `Preview` to be a `base` class instead of `final`,
allowing for developers to extend `Preview` and create their own custom
preview annotations.

To reduce friction associated with working with `const` constructors,
two new methods have been added: `MultiPreview.transform()` and
`Preview.transform()`. These methods are invoked at runtime by the
preview environment, allowing for developers to create or modify
`Preview` instances with non-constant values. This also relaxes
restrictions around `Preview`'s callback parameters (e.g., `wrapper`),
which do not need to be static or public when provided to a `Preview` in
the context of a `*.transform()` method. This makes it possible to
create custom preview classes that completely encapsulate their
callbacks, removing the need for separate public, static function
declarations.

To make transforming `Preview`s simpler, a `PreviewBuilder` utility
class has also been added.

This PR is not a result of a thorough fix for mouse cursors on all
platforms, but simply matching the behavior of `SelectionArea` on Web to
that on non-Web.

A central question lies how a platform view widget should control the
mouse cursor. On the surface, the answer is simple: it doesn't, and let
the view content to control (hence the `MouseCursor.uncontrolled`
constant). But what if the empty region of the view content doesn't
control the cursor at all? This would be a problem even on non-Web,
because if neither the view content nor the view controls the cursor on
non-Web, then the user will find the cursor remaining the one used by
the last region, which would be different when entering and when
leaving, the same bug as
https://github.com/flutter/flutter/issues/174246 . On the other hand,
what is it supposed to fall back to if the view content doesn't define a
cursor? Is the default cursor the logically correct option? ...

I decided that I did not want to dig too much into the details, and
instead focus on this specific issue. I tried the repro app on macOS and
found that the empty region of `SelectionArea` falls back to the widget
behind it, the same behavior as `MouseCursor.defer`. Therefore in this
PR I made `MouseCursor.uncontrolled` essentially the same as `.defer` on
Web, matching the behavior across platforms.

Fix default overlay color in TabBar (#175270)
Fix the TODO introduced in
https://github.com/flutter/flutter/pull/174746#discussion_r2320322217

The hidden bug was that the incorrect color was used for the overlay
color of `TabBar` when using the default theme:

Consider the scenario for a selected tab:
1. The user over it
2. The user presses it
3. The user stops the press and hovers it again

2efda9cc14/packages/flutter/lib/src/material/tabs.dart (L2698-L2723)

Since the hovered and pressed colors are very similar, it is hard to
catch. I've made a video to illustrate it when the hovered color is blue
🟦 and the pressed color is red 🟥:

<td>

Show cursor after swipe only if TextField has focus (#175044)

This PR fixes the issue where the cursor appears on a `TextField` after
a small swipe gesture, even if the field does not have focus.

The problem was caused by missing focus validation when showing the
cursor.
Now the cursor is only shown if the `TextField` has focus, which aligns
with expected behavior.

Fixes #173106

Add semanticIndexOffset argument to SliverList.builder, SliverGrid.builder, and SliverFixedExtentList.builder (#174856)
Issue: #173019

This pull request adds support for the `semanticIndexOffset` parameter
to the `SliverList.builder`, `SliverFixedExtentList.builder`, and
`SliverGrid.builder` constructors in Flutter. This allows developers to
offset the starting semantic index for items in these slivers, which is
important for accessibility scenarios (such as when combining multiple
slivers). The changes are thoroughly tested with new widget tests to
ensure correct behavior.

**Accessibility improvements:**

* Added `semanticIndexOffset` parameter to the constructors of
`SliverList.builder`, `SliverFixedExtentList.builder`, and
`SliverGrid.builder`, and ensured it is passed to the underlying
`SliverChildBuilderDelegate`. This allows customization of the starting
semantic index for sliver children.

**Testing:**

* Added a new test for `SliverList.builder` to verify that the
`semanticIndexOffset` is respected in the generated semantics tree.

Update transformHitTests documentation for clarity (#174286)
## Description 📝

This PR updates the documentation for the transformHitTests parameter in
the Transform widget to resolve ambiguity in the API documentation that
has caused hit testing issues for developers.

The current documentation simply states "Whether to apply the
transformation when performing hit tests" which is ambiguous. As seen in
issues like #27587, developers expect transformed widgets to receive
touch events across their entire visual area, but hits only register
within the parent's original bounds.

**The core issue**: The documentation lacks clarity on:
 Hit test coordinate system transformation vs. hit test bounds
expansion
🔄 Parent widget bounds as the constraint for hit test registration
⚠️ The distinction between visual rendering bounds and interactive
bounds

### Before (Current Documentation)

*Current documentation is vague: "Whether to apply the transformation
when performing hit tests"*

<img width="1887" height="483" alt="Screenshot 2025-08-22 214745"
src="https://github.com/user-attachments/assets/24569be5-8dbe-4a02-8851-1546b8ac109e"
/>

### After (Improved Documentation)
<img width="1091" height="293" alt="Screenshot 2025-08-22 214808"
src="https://github.com/user-attachments/assets/f8504134-eba7-43ea-a71f-d9a8740ff295"
/>

*New documentation clearly explains behavior, limitations, and
solutions*

**Changes made:**
- 🔧 Clarified that `transformHitTests` transforms registered hits into
the child's resulting coordinate system
- 🚨 Explicitly documented the critical limitation: only hits within
parent bounds can be registered
- 📚 Explained the behavior difference between `true` and `false`
settings with concrete examples of transformation types
- 💡 Added guidance for common workarounds: expanding parent bounds or
using Overlay for out-of-bounds elements

## Issues Fixed 🐛

Fixes #78120

**Related issues that motivated this change:** 🔗
- #27587 - Developers confused why GestureDetector doesn't respond after
Transform
- Multiple developers reported spending significant time debugging this
behavior
- Common misconception that visual transformation expands the hit test
area

**Note**: This PR is test-exempt as it only updates documentation
comments without changing any functionality.
