Modernize framework lints (#179089)
WIP Commits separated as follows: - Update lints in analysis_options files - Run `dart fix --apply` - Clean up leftover analysis issues - Run `dart format .` in the right places. Local analysis and testing passes. Checking CI now. [iOS][Secure Paste] Custom edit menu actions (#171825)

[iOS] Add Live Text option to system context menu (#170969)

Secure paste milestone 2 (#159013)
Implements the framework side of secure paste milestone 2, where the iOS system context menu items can be customized. Depends on PR https://github.com/flutter/flutter/pull/161103.
