Bump Dart to 3.8 and reformat (#171703)
Bumps the Dart version to 3.8 across the repo (excluding
engine/src/flutter/third_party) and applies formatting updates from Dart
3.8.

[Impeller] Fix the algorithm for building paths for RSuperellipses with sharp corners (#171351)
Fixes https://github.com/flutter/flutter/issues/170593.

The problem was caused by errors in the path building algorithm that
handles sharp corners and unequal width/height.

(Honestly the errors for the `scale_sign` part and the transform matrix
part were kind of embarrassing. I don't know what I was thinking when I
wrote them.)

This change reverts the following previous change:
## Motivation

We'd like to let users opt-in to experimental features so that they can
give early feedback while we iterate on the feature. For example:

Example feature flags:

1. Android sensitive content:
https://github.com/flutter/flutter/pull/158473. When enabled, Flutter
will tell Android when the view contains sensitive content like a
password.
2. Desktop multi-window. When enabled, Flutter will use child windows to
allow things like a context menu to "escape" outside of the current
window.

### Use case

Users will be able to turn on features by:

* **Option 1**: Run `flutter config --enable-my-feature`. This enables
the feature for all projects on the machine
* **Option 2**: Add `enable-my-feature: true` in their `pubspec.yaml`,
under the `flutter` section. This would enable the for a single project
on the machine.

Turning on a feature affects _both_ development-time (`flutter run`) and
deployment-time (`flutter build x`). For example, I can `flutter build
windows` to create an `.exe` with multi-window features enabled.

## How this works

This adds a new
[`runtimeId`](https://github.com/flutter/flutter/pull/168437/files#diff-0ded384225f19a4c34d43c7c11f7cb084ff3db947cfa82d8d52fc94c112bb2a7R243-R247)
property to the tool's `Feature` class. If a feature is on and has a
`runtimeId`, its `runtimeId` will be [stamped into the Dart application
as a Dart
define](https://github.com/flutter/flutter/pull/168437/files#diff-bd662448bdc2e6f50e47cd3b20b22b41a828561bce65cb4d54ea4f5011cc604eR293-R327).
The framework uses this Dart define to [determine which features are
enabled](https://github.com/flutter/flutter/pull/168437/files#diff-c8dbd5cd3103bc5be53c4ac5be8bdb9bf73e10cd5d8e4ac34e737fd1f8602d45).

### Multi-window example

https://github.com/flutter/flutter/pull/168697 shows how this new
feature flag system can be used to add a multi-window feature flag:

1. It adds a new [multi-window
feature](https://github.com/flutter/flutter/pull/168697/files#diff-0ded384225f19a4c34d43c7c11f7cb084ff3db947cfa82d8d52fc94c112bb2a7R189-R198)
to the Flutter tool. This can be turned on using `flutter config
--enable-multi-window` or by putting `enable-multi-window: true` in an
app's .pubspec, under the `flutter` section.
2. It adds a new
[`isMultiWindowEnabled`](https://github.com/flutter/flutter/pull/168697/files#diff-c8dbd5cd3103bc5be53c4ac5be8bdb9bf73e10cd5d8e4ac34e737fd1f8602d45R7-R11)
property to the framework.
3. The Material library can use this new property to determine whether
it should create a new window.

## Limitations

### Tool and framework only

For now, these feature flags are available only to the Flutter tool and
Flutter framework. The flags are not automatically available to the
embedder or the engine.

For example, embedders need to configure their surfaces differently if
Impeller is enabled. This configuration must happen before the Dart
isolate is launched. As a result, the framework's feature flags is not a
viable solution for this scenario for now. For these kinds of scenarios,
we should continue to use platform-specific configuration like the
`AndroidManifest.xml` or `Info.plist` files.

This is a fixable limitation, we just need to invest in this plumbing :)

### Tree shaking

Feature flags are not designed to help tree shaking. For example, you
cannot conditionally import Dart code depending on the enabled feature
flags. Code that is feature flagged off will still be imported into
user's apps.

### Multi-window example

https://github.com/flutter/flutter/pull/168697 shows how this new
feature flag system can be used to add a multi-window feature flag:

1. It adds a new [multi-window
feature](https://github.com/flutter/flutter/pull/168697/files#diff-0ded384225f19a4c34d43c7c11f7cb084ff3db947cfa82d8d52fc94c112bb2a7R189-R198)
to the Flutter tool. This can be turned on using `flutter config
--enable-multi-window` or by putting `enable-multi-window: true` in an
app's .pubspec, under the `flutter` section.
2. It adds a new
[`isMultiWindowEnabled`](https://github.com/flutter/flutter/pull/168697/files#diff-c8dbd5cd3103bc5be53c4ac5be8bdb9bf73e10cd5d8e4ac34e737fd1f8602d45R7-R11)
property to the framework.
3. The Material library can use this new property to determine whether
it should create a new window.

## Limitations

### Tool and framework only

For now, these feature flags are available only to the Flutter tool and
Flutter framework. The flags are not automatically available to the
embedder or the engine.

For example, embedders need to configure their surfaces differently if
Impeller is enabled. This configuration must happen before the Dart
isolate is launched. As a result, the framework's feature flags is not a
viable solution for this scenario for now. For these kinds of scenarios,
we should continue to use platform-specific configuration like the
`AndroidManifest.xml` or `Info.plist` files.

This is a fixable limitation, we just need to invest in this plumbing :)

### Tree shaking

Feature flags are not designed to help tree shaking. For example, you
cannot conditionally import Dart code depending on the enabled feature
flags. Code that is feature flagged off will still be imported into
user's apps.

fix: time selector separator in timepicker is not centered vertically (#168441)
PR Description
This PR addresses an issue in the Flutter time picker where the
separator between the hour and minute selectors (:) was not centered
vertically. The change ensures that the separator is now vertically
centered, improving the overall UI alignment and consistency.

Previously, the separator used only the TextAlign.center property, which
did not fully address the vertical alignment issue. The updated code
wraps the separator text in a Center widget to ensure proper centering
both horizontally and vertically.

Before:

The separator (:) was horizontally centered but not aligned vertically.
After:

The separator is now both horizontally and vertically centered within
the time picker.

Fix DropdownMenu does not apply opacity to the selected value when disabled (#170336)
Fix https://github.com/flutter/flutter/issues/169942

### Description

The bug is about the
[effectiveTextStyle](b086fe7b79/packages/flutter/lib/src/material/dropdown_menu.dart (L979))
being applied to the inner
[TextField](b086fe7b79/packages/flutter/lib/src/material/dropdown_menu.dart (L1049))
inside DropdownMenu fails to reflect the disabled style based on the
[enabled
property](b086fe7b79/packages/flutter/lib/src/material/dropdown_menu.dart (L209)).
The fix for this is simply to check the `enabled` property and override
the TextField's TextStyle.

Fix infinite loop in CupertinoSliverNavigationBar collapse animation by adding bounds check for target scroll position (#170210)

Ensure disabling text fields' interactive selection disables shortcuts (#171050)
[`EditableText.enableInteractiveSelection`](https://api.flutter.dev/flutter/widgets/EditableText/enableInteractiveSelection.html)
can be used to disable text selection and shortcuts in a text field.

Previously, `EditableText` would disable the shortcut actions using
[`Action.isEnabled`](https://api.flutter.dev/flutter/widgets/Action/isEnabled.html).
As a result, the action would ignore the key event, and the key event
would propagate. On some platforms, the key event would propagate to the
native text view, causing weird behaviors like text getting copied.

Now, the text field shortcuts stop propagation of the key event when
`enableInteractiveSelection` is `false`. This ensures that the text
field "consumes" the key events and prevents a parent of the text field
or native views from receiving the key event.

Partially addresses https://github.com/flutter/flutter/issues/157611

⚠️ Note: This does not fix the bug on Flutter Web as it handles text
field shortcuts separately. This will be fixed in a separate pull
request.

This is modified and extended version of the merged and reverted PR
#137415. It was reverted, because it broke a the sample app "Material 3
demo". This PR circumvents the breaking of existing code, by making the
changes optional via constructor parameters. Default values for the
parameters are functionally equivalent to the state before this change.
The new key parameter for this is `scrollable`.

Additionally this change includes the parameters `leadingAtTop: true`
and `trailingAtBottom: false`.

Avoid using a Key whose only purpose is to be looked up in a test (#170952)
This PR investigates moving away from the few places where we rely on
Keys to instead solely look up a widget in a test. Reasons:

 * No extra stuff in users' apps that they don't need for production.
* Avoid collisions between Keys in users' apps that might have the same
identifier string.

I'm definitely still up for discussion on whether or not this is a good
idea!

This PR fixes an exception thrown when trying to update an unmounted
PopupMenuButton's position, which can happen when a layout change is
triggered during PopupMenuButton's pop animation (see issue's attached
video).
A workaround is to set `popUpAnimationStyle:
AnimationStyle.noAnimation`.
This PR fixes it by returning the last known position if the button is
unmounted.

Exception thrown:` FlutterError (This widget has been unmounted, so the
State no longer has a context (and should be considered defunct).
Consider canceling any active work during "dispose" or using the
"mounted" getter to determine if the State is still active.)`

Code that causes the exception: `final PopupMenuThemeData popupMenuTheme
= PopupMenuTheme.of(context);`

Fixes #163477 

Tested both on stable (3.29.2) and master (a0b1b325341)

Fix gestures not being recognized in <img>-backed NetworkImages (#171190)
On the web, when a `NetworkImage` falls back to an `<img>`
element-backed implementation, the gesture events were being lost
because the underlying Platform View had
`PlatformViewHitTestBehavior.opaque` (the default). This changes it to
`PlatformViewHitTestBehavior.transparent` so the gestures are handled by
parent widgets.

**Fix text selection toolbar alignment for RTL (right-to-left)
languages**

This PR updates the Material text selection toolbar to properly support
right-to-left (RTL) layouts. Previously, the toolbar and its buttons did
not align or order correctly when using RTL text direction, leading to a
broken or confusing user experience for RTL languages.

**Summary of changes:**
- Refactored layout logic in `text_selection_toolbar.dart` to handle RTL
and LTR directions for both horizontal and overflow (vertical)
arrangements.
- Updated padding logic in `text_selection_toolbar_text_button.dart` to
use `EdgeInsetsDirectional`, ensuring correct padding for both text
directions.
- Added new widget tests to verify that:
  - Toolbar items are ordered right-to-left in RTL contexts.
- The overflow menu behaves correctly in RTL, showing items in the
correct order and position.

**Before:**  
- Toolbar items and overflow menus did not respect RTL layout, resulting
in misaligned or reversed button order.
- Padding was inconsistent in RTL.

Fix Radio's painters (#170321)
While working on https://github.com/flutter/flutter/issues/168787 as a
follow-up of https://github.com/flutter/flutter/pull/169415, I noticed
that the tests introduced in
https://github.com/flutter/flutter/pull/169415 were incorrect. However,
because of the way the `Radio` implements `paint` and reuses 1 painter,
it was not possible to properly assert the paints in the test.

This PR fixes it

Update foundation library to export internal (#170563)
In the Flutter framework, only the `foundation` library is allowed to
import `package:meta`. If other parts of the Flutter framework want to
use `package:meta`, they must do so through the `foundation` library by
exporting the desired `package:meta` member. This requirement is
enforced through `dev/bots/analyze.dart`
[here](https://github.com/flutter/flutter/blob/master/dev/bots/analyze.dart#L2749-L2750).

This exports the `internal` attribute so that it can be used by the
Flutter framework. This change was split off from
https://github.com/flutter/flutter/pull/168437 as it might cause
problems in google3 if there is code that imports both
`package:meta/meta.dart` and `package:flutter/foundation.dart`.

I will get a test exemption.

[web] More granular configuration of the test environment (#168767)
There's today a single boolean `debugEmulateFlutterTesterEnvironment`
that determines certain behaviors in the engine to emulate how the
Flutter Tester runs (more details at
https://github.com/flutter/flutter/issues/145779).

With this PR:
- Run all engine unit tests in production mode by default.
- Give tests more granular control over which test behaviors to
enable/disable (e.g. Ahem font).
- Keep it easy for framework tests to enable all emulation behaviors.

@dkwingsmt - you inspired me to simplify the menu behavior. I didn't end
up using Actions, mainly because nested behavior was unwieldy and
capturing BuildContext has drawbacks. This uses a basic callback
mechanism to animate the menu open and closed. Check out the examples.

### The problem
RawMenuAnchor synchronously shows or hides an overlay menu in response
to `MenuController.open()` and `MenuController.close`, respectively.
Because animations cannot be run on a hidden overlay, there currently is
no way for developers to add animations to RawMenuAnchor and its
subclasses (MenuAnchor, DropdownMenuButton, etc).

### The solution
This PR:
- Adds two callbacks -- `onOpenRequested` and `onCloseRequested` -- to
RawMenuAnchor.
- onOpenRequested is called with a position and a showOverlay callback,
which opens the menu when called.
- onCloseRequested is called with a hideOverlay callback, which hides
the menu when called.

When `MenuController.open()` and `MenuController.close()` are called,
onOpenRequested and onCloseRequested are invoked, respectively.

Normalize input decoration theme (#168981)
This PR is to make `InputDecorationTheme` conform to Flutter Material's
conventions for component themes:

- Added a `InputDecorationThemeData` class which defines overrides for
the defaults for `InputDecorator` properties.
- Added `InputDecorationTheme` constructor parameters:
`InputDecorationThemeData? data` and `Widget? child`. This is now the
preferred way to configure a `InputDecorationTheme`:

```dart
InputDecorationTheme(
	data: InputDecorationThemeData(
	    filled: true,
	    fillColor: Colors.amber,
	    ...
	  ),
  	child: const TextField()
)
```
These two properties are made nullable to not break existing apps which
has customized `ThemeData.inputDecorationTheme`.

- Update `InputDecorationTheme` to be an `InheritedTheme` subclass.
- Changed the type of component theme defaults from
`InputDecorationTheme` to `InputDecorationThemeData`.
- Changed the `InputDecorationTheme bottomAppBarTheme` property to
`Object? bottomAppBarTheme` in `ThemeData` and `ThemeData.copyWith()`
(Object? is used for the moment to minimize Google tests failure. A
follow-up PR will replace `Object?` with `InputDecorationThemeData`.
- Addresses the "theme normalization" sub-project within #91772.

A migration guide will be created on website repo.
