This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.
**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

When running `dart format` over these lines the `// ignore` ended up on
a line where it wasn't properly ignoring the lint. This adjusts the
placement of `// ignore`s so they will continue to ignore the right
thing even after the code is auto formatted.
I am hoping that if we do this now the large PR that formats the entire
repo will go in smoother without manual intervention.
The SkiaGoldHttpOverrides don't have any effect since we never build our own HttpClient, it's always passed in.
This is part 18 of a broken down version of the #140101 refactor.
This particular change is more risky than other changes in this series. While by inspection and some instrumentation testing I'm reasonably sure that my assumptions here are correct, it would behoove us to make sure Skia Gold testing still works post-commit after this lands. To this end, I've included a change to the "inconsequential" test. It should fail the tests. I recommend we land this _with this failure_ to make sure it also fails post-commit, then immediately flag the image as passing and rerun the relevant shard.

There's some TODOs showing where I think we should change the behaviour, but in this PR the behaviour is unchanged.
A future PR will remove the tests that are redundant with these tests, but I wanted to make sure we had both sets in the codebase at the same time first.
This PR includes a change to the golden control test so that we can verify that these specific values do work on main. It would be extremely surprising if not, but in the interests of rigour...

This particular change wasn't in that original refactor but is a note to myself so that I remember how to test each of these changes in the future.
## Description
This PR fixes two test failures in `basic_test.dart` which surfaced when switching to M3 (see https://github.com/flutter/flutter/pull/127501)
Those failures are related to M3 typography which sets line height to 1.43.
Forcing line height to 1.0 seems reasonable for these particular tests. With this change these two test are successful for both M2 and M3.
