dart_style 3.0.1 comes with some minor style fixes:

This PR applies this fixes in bulk across the repository. (Otherwise,
the next person touching these files would have been the one updating
them to the new format by running the formatter).
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.
**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

When running `dart format` over these lines the `// ignore` ended up on
a line where it wasn't properly ignoring the lint. This adjusts the
placement of `// ignore`s so they will continue to ignore the right
thing even after the code is auto formatted.
I am hoping that if we do this now the large PR that formats the entire
repo will go in smoother without manual intervention.
- added language for all code blocks
- replaced `bash` or `shell` with `sh` for consistency.
- added `sh` and `console` in the GitHub template link generator.
- updated test for GitHub template.
The legacy welcome message would be printed even if `CI=true` confusing
parsers of the output.

This updates the `Analytics` constructor to provide it with the enabled features for the flutter-tool. This will be sent with each event for the flutter-tool.

This event was only called from one file (`flutter_command.dart`). With the previous implementation, we actually sent 2 events, one for the result of the `commandPath` and another containing the `maxRss` value from `ProcessInfo`.
I have consolidated this down to just one event and used a function to safely get the `maxRss` value, or return null when if there was an error getting that integer value

Currently, when we want to use the analytics instance from `package:unified_analytics`, we are just grabbing it from globals. However, with the legacy analytics instance, there are some things we check to return a no-op version of the instance.. for example, if we are running on bots or a non standard branch, we use a no-op instance
This PR uses the same previous checks for the new analytics instance
Fixed code for the Uri as it includes the period at the end as the part of Uri parsing previously.
As for example:

Many terminals are unable to follow the link because it includes the period in the end as part of it. This PR simply removes the period in the end so that it is clickable in many systems (e.g. by `alt` -clicking on it in an embedded bash terminal, VSCode).
