Fix: Allow dartpad embed clipboard-write permission for "Copy to clipboard" functionality (#178057)
This PR allows dartpad embeds to have clipboard-write permission.
Dartpad has added a new "Copy to clipboard" option. When it is rendered
inside an `iframe`, it gives permission error (affecting flutter's docs
website). Changes in this PR fixes it.

**Before**
- Copying text using the button shows an error in console.

clipboard. (Tested by pasting it)

Modernize framework lints (#179089)
WIP

- Update lints in analysis_options files
- Run `dart fix --apply`
- Clean up leftover analysis issues 
- Run `dart format .` in the right places.

Local analysis and testing passes. Checking CI now.

Bump Dart to 3.9 (#179041)
Prep for https://github.com/flutter/flutter/issues/178827

This bumps Dart to 3.9.

We are holding off on 3.10 until we can include best practices for dot
shorthands in the style guide, which will follow the lint update in
#178827

[Reland] Gradle Lockfile workaround (#178485)
Create a workaround for generating gradle lock files. When the ignore
files exist, gradle locking will be disabled. This will allow deps for
the embedder to be checked in, and then in a follow-up PR the lockfiles
can correctly be updated and the ignore files can be deleted.

Note: This does NOT include the addition of the new exifinterface dep
for the Android embedder.

Bump Templates To Correct Versions (#177416)
I bumped templates to the correct versions. I also included a fix for
kgp and agp compatability.

AGP 8.11.0 -> 8.11.1
Gradle 8.13 -> 8.14
KGP 2.2.0 -> 2.2.20

I ran `flutter analyze --suggestions` and `flutter build apk` to ensure
these are safe versions.

Will cherry pick this to beta after the pr merges.

[Material] Change default mouse cursor of buttons to basic arrow instead of click (except on web) (#171796)
Changes default mouse cursor of Material buttons to basic arrow instead
of click as per updated Android guidance.

For each Material button, I did the following:

1. Changed the default mouse cursor to the basic arrow.
2. Added a way to configure the mouse cursor of the button if a method
did not exist before.
3. Added a test to ensure that the default mouse cursor is now the basic
arrow (or modified an existing one if applicable).
4. Added a test to ensure that the customization of button mouse cursors
still works (if currently untested).

[Gradle 9] Resolve Gradle 9 Deprecations in flutter/flutter part 1 (#176865)
Resolving Gradle 9 deprecations in integration tests and tooling.
Basically any Android project that is not in the engine.

I had to bump AGP to 8.11.0 (and subsequently bump gradle and KGP)
because lower versions include features that are deprecated in Gradle 9.

fix: support older git (ubuntu 22.04) in content hash (#176321)
content aware hash was using --format which isn't present in older, but
still supported operating systems. this pr removes the format string
which basically reduces the output before hasing to:

```shell
100644 blob 198d80926b6e873c327f71350a0cdefee6a8402f	DEPS
040000 tree 139c1f10f92e4b9d4ac3ec7d4d27b2aa9775c5cd	engine
```

this format is still stable across all platforms and passed into `git
hash-object` - which produces the actual hash fingerprint of the engine.

safety: this is the only scripts that produce this hash, so all
downstream consumers keep consuming a sha1 output. Since this changes
the sha, an engine version shouldn't exist for it and cocoon will build
the artifacts for it.

Migrate the remaining files from `MaterialStateTextStyle ` to
`WidgetStateTextStyle `. This PR only focus on `WidgetStateTextStyle`.

- This minimizes conflicts and reduces the size of the PR for easier
reviews and follow up
- I'll work on the other elements of
`packages/flutter/lib/src/material/material_state.dart` into other PRs

fix(tool): Use merge-base for content hash in detached HEAD (#175554)
The `content_aware_hash.sh` script determines which version of the
engine to use. For local development, it uses the merge-base with the
remote tracking branch to avoid unnecessary rebuilds.

However, when using `jj`, the underlying git repository is in a detached
HEAD state. The script was incorrectly interpreting this as a CI
environment and was not calculating the hash based on the merge-base,
leading to incorrect engine versions and failed Dart SDK downloads.

This change modifies the script to differentiate between a local
detached HEAD state (like with `jj`) and a CI environment by checking
for the `LUCI_CI` environment variable. This ensures the correct engine
hash is generated for both local `jj` users and CI builds.

Here is an example of failing to download the Dart SDK before:

Migrate examples and defaults to WidgetState (#174421)
Follow up of https://github.com/flutter/flutter/pull/174323

This pull request updates the usage of state sets in theme and widget
property resolution logic throughout the codebase, replacing all
instances of `MaterialState` with `WidgetState`. This change ensures
consistency with the newer `WidgetState` API and prepares the code for
future enhancements or compatibility. The update affects component
themes, button styles, property generators, and related tests.

fix: get content hash for master on local engine branches (third attempt) (#173169)
The content hash doesn't exist for local engine changes, except for on
CI. If we detect we're on a branch with committed or uncommitted changes
to engine files; use "master".

The first commit in this PR is the previously LGTM'd changes for the
above; with tests.

The second commit is the critical change to make this work in post
submits (fixes #173143). It turns out that while LUCI reports the GitHub
private branches; our recipes directly checkout the git sha. This
matters because the content scripts couldn't determine the branch name
and the rev-parse was just HEAD. This lead the scripts down the
merge-base logic, which returns the previous commit.

A test was added specifically for this.

Alternatively to this change, we could have checked for LUCI_CONTEXT
being present in the environment. This is checked by Flutter tools in
some cases, but not by any other scripts in `bin/internal`. The downside
to checking HEAD: if you have a local branch with engine changes and you
move back a revision - `dart`/`flutter` invocations will generate the
hash for your local changes and fail.

fix: get content hash for master on local engine branches (#173114)
The content hash doesn't exist for local engine changes, except for on
CI. If we detect we're on a branch with committed or uncommitted changes
to engine files; use "master".

towards #171790

re-land attempt for #172792  with the following changes:

1. content_aware_hash.(ps1|sh) now consider multiple branches to choose
between HEAD and merge-base.
2. content_aware_hash_test.dart updated for these new requirements 
3. content_aware_hash_test.dart allows for forcing powershell on mac for
testing
4. updated docs/tool/Engine-artifacts.md documentation.

Migrate to null aware elements - Part 5 (#172418)
## Description

Continuing the work from @jamilsaadeh97 to replace verbose null checks
with modern
[null_aware_elements](https://dart.dev/tools/linter-rules/use_null_aware_elements)
syntax.

This PR cleans up the remaining files not covered in the previous parts,
making the code more concise.

Fix SegmentedButton border doesn't reflect states (#172754)
## Description

This PR fixes `SegmentedButton` border side not depending on the current
state.

It's based on one @TahaTesser 's great PR: see
https://github.com/flutter/flutter/pull/161942. 🙏
I updated some logic related to disabled border which led to Taha’s PR
failing internal Google tests.
I also added a test to verify the disabled border.

Use the content aware hash when downloading engine artifacts. These are
currently produced when changes to DEPs, engine/, or the release file
are changed in a not-seen-before way.

We can eventually remove engine.version being tracked in release
branches as an optimization.

FLUTTER_PREBUILT_ENGINE_VERSION will stay for overriding the
engine.version for testing. Though Cocoon does not need to actually set
it for framework only PRs anymore.

Use release-*.version to simplify last_engine_commit.sh (no branch operations) (#172236)
This fixes https://github.com/flutter/flutter/pull/172184 by considering
the last commit to `release-candidate-branch.version` as the significant
commit.

Otherwise, operationally, it works the same. I tested this on 3.35 and
it works as expected (where the current does not).

Apply normalization to TimePickerThemeData.inputDecorationTheme (#171584)
## Description

This PR is similar to what was done for `DatePickerThemeData` in
https://github.com/flutter/flutter/pull/168981.
It changes `TimePickerThemeData.inputDecorationTheme` type to
`InputDecorationThemeData` (instead of `InputDecorationTheme`) and uses
Object? for the corresponding constructor parameter.

Normalize input decoration theme (#168981)
This PR is to make `InputDecorationTheme` conform to Flutter Material's
conventions for component themes:

- Added a `InputDecorationThemeData` class which defines overrides for
the defaults for `InputDecorator` properties.
- Added `InputDecorationTheme` constructor parameters:
`InputDecorationThemeData? data` and `Widget? child`. This is now the
preferred way to configure a `InputDecorationTheme`:

```dart
InputDecorationTheme(
	data: InputDecorationThemeData(
	    filled: true,
	    fillColor: Colors.amber,
	    ...
	  ),
  	child: const TextField()
)
```
These two properties are made nullable to not break existing apps which
has customized `ThemeData.inputDecorationTheme`.

- Update `InputDecorationTheme` to be an `InheritedTheme` subclass.
- Changed the type of component theme defaults from
`InputDecorationTheme` to `InputDecorationThemeData`.
- Changed the `InputDecorationTheme bottomAppBarTheme` property to
`Object? bottomAppBarTheme` in `ThemeData` and `ThemeData.copyWith()`
(Object? is used for the moment to minimize Google tests failure. A
follow-up PR will replace `Object?` with `InputDecorationThemeData`.
- Addresses the "theme normalization" sub-project within #91772.

A migration guide will be created on website repo.

Workspace (#169556)
Reland after https://github.com/flutter/flutter/issues/169844.

Switch Flutter to use pub workspaces as a preparation to unpin selected
packages.

Assumptions:

1. No packages in this repository are published to pub.dev --> We can
use `any` dependencies in most local pubspecs, as the global constraint
defines the version. An exception are the packages used outside of this
repo with an `sdk` dependency, namely `flutter_localizations`,
`flutter_test`, and `flutter`.
2. The "universes" `{flutter_tools}` and `{flutter,
flutter_localizations, flutter_goldens}` can use different packages
versions, as they are not resolved together. --> We do not need to
upgrade them in sync, we can first do one "universe", then the other.

Based on these assumptions, we use
https://github.com/mosuem/pubspec_merger.dart to merge all packages in
the `flutter` universe into a top-level pub workspace.

The `flutter` and `flutter_tools` workspaces being separate also ensures
that changes to `flutter` will not inadvertently break `flutter_tools`,
with not-so-nice consequences for our users which would be unable to run
`flutter upgrade`.

There is a third "top-level" pubspec besides `./pubspec.yaml` and
`packages/flutter_tools/pubspec.yaml`, namely

Adds missing localization generation for widget translations
I ran into this issue when I was trying to generate files for
https://github.com/flutter/flutter/pull/169150/files, and found out the
files were being generated for cupertino and material but not widgets.

Unpin test/test_core/test_api packages (#169198)
These packages were recently pinned (in
https://github.com/flutter/flutter/pull/168916) due to a bug
(https://github.com/dart-lang/test/issues/2498).

That bug was fixed and new versions of the test packages published. This
change unpins and lets them upgrade to the fixed version.

Normalize BottomAppBarTheme (#168586)
This PR is to make `BottomAppBarTheme` conform to Flutter Material's
conventions for component themes:

- Added a `BottomAppBarThemeData` class which defines overrides for the
defaults for `BottomAppBar` properties.
- Added `BottomAppBarTheme` constructor parameters:
`BottomAppBarThemeData? data` and `Widget? child`. This is now the
preferred way to configure a `BottomAppBarTheme`:

These two properties are made nullable to not break existing apps which
has customized `ThemeData.bottomAppBarTheme`.

- Update `BottomAppBarTheme` to be an `InheritedWidget` subclass.
- Changed the type of component theme defaults from `BottomAppBarTheme`
to `BottomAppBarThemeData`.
- Changed the `BottomAppBarTheme bottomAppBarTheme` property to
`BottomAppBarThemeData bottomAppBarTheme` in `ThemeData` and
`ThemeData.copyWith()`. This may cause breaking changes, a migration
guide will be created on website repo.
- Add new tests for `BottomAppBarThemeData` and update the existing
`BottomAppBarTheme` tests. And also turn to `true` for `useMaterial3`
(along with usages accordingly) at the common method `_withTheme()`
since `useMaterial3` is true by default.
- Addresses the "theme normalization" sub-project within #91772.
