[Reland] Gradle Lockfile workaround ( #178485 )
...
Create a workaround for generating gradle lock files. When the ignore
files exist, gradle locking will be disabled. This will allow deps for
the embedder to be checked in, and then in a follow-up PR the lockfiles
can correctly be updated and the ignore files can be deleted.
Note: This does NOT include the addition of the new exifinterface dep
for the Android embedder.

Re-enable android verified input devicelab test ( #177804 )

This was originally landed in
https://github.com/flutter/flutter/pull/140836/
but the pr did not hook it up to ci. It was then removed in
https://github.com/flutter/flutter/pull/162895/
First got the driver test running:
`flutter drive -t lib/main.dart --driver test_driver/main_test.dart`
from the directory of the test app
then got the devicelab harness working via
`../../bin/cache/dart-sdk/bin/dart bin/test_runner.dart test -t
android_verified_input_test` from the `dev/devicelab` directory
and then finally hooked up to ci with the configuration in the
`.ci.yaml`

Remove android_verified_input, it was never added to CI and does not run locally. ( #162895 )
...
Someone could always resurrect it via `git`-magic (or GitHub), but let's
not maintain (including Gradle lock files, Dart analysis, etc) unused
code that hasn't run in 12+ months.

This PR updates almost* all Gradle buildscripts in the Flutter repo the `example` and `dev` (in particular, in `dev/integration_tests` and in `dev/benchmarks`) directories to apply Flutter's Gradle plugins using the declarative `plugins {}` block.
*almost, because:
- add-to-app (aka hybrid) apps are not migrated (related https://github.com/flutter/flutter/issues/138756 )
- apps that purposefully use build files to ensure backward compatibility (e.g. [`gradle_deprecated_settings`](https://github.com/flutter/flutter/tree/3.16.0/dev/integration_tests/gradle_deprecated_settings ))
