[AGP 9] Added Flutter Errors (#179765) 
Added Flutter errors that direct users to Updating to AGP 9 Flutter
docs. The doc outlines the changes that must be made in order to
successfully build Flutter apps on Android using AGP 9+.

As of this moment, the doc has yet to be written. The errors just have
to be cherry picked to stable and beta by Tuesday, 12/16. The Flutter
doc PR [here](https://github.com/flutter/website/pull/12825) can land
later.

Filter out FrameEvents/updateAcquireFence log spam from adb logcat (#179884) 
## Problem

When using platform views like Google Maps on Android, the console gets
flooded with messages like:

```
E/FrameEvents(26685): updateAcquireFence: Did not find frame.
E/FrameEvents(26685): updateAcquireFence: Did not find frame.
E/FrameEvents(26685): updateAcquireFence: Did not find frame.
... (repeats many times)
```

This makes it hard to see actual errors and warnings in the console.

## Cause

This is a HWUI bug in Android, not an actual error. The message doesn't
indicate any problem with the application.

## Fix

Add a regex filter to `_filteredMessagees` in `AdbLogReader` to suppress
these messages, following the same pattern used for similar spam
messages like `SurfaceSyncer` and `ViewPostIme pointer`.

Modernize framework lints (#179089) 
WIP

Commits separated as follows:
- Update lints in analysis_options files
- Run `dart fix --apply`
- Clean up leftover analysis issues 
- Run `dart format .` in the right places.

Local analysis and testing passes. Checking CI now.

Bump Templates To Correct Versions (#177416) 
I bumped templates to the correct versions. I also included a fix for
kgp and agp compatability.

AGP 8.11.0 -> 8.11.1
Gradle 8.13 -> 8.14
KGP 2.2.0 -> 2.2.20

I ran `flutter analyze --suggestions` and `flutter build apk` to ensure
these are safe versions.

Will cherry pick this to beta after the pr merges.

Bump AGP, KGP, Gradle Templates (#176858) 
Bumped template versions:

AGP 8.9.1 -> 8.11.0
KGP 2.1.0 -> 2.2.0
Gradle 8.12 -> 8.13

Ran `flutter analyze suggestions` to check for versioning compatability.
Ran `flutter build apk` on a new flutter app to ensure successful build.

Update AGP/Java/Gradle comparison when using analyze --suggestions (#175808) 
Update the maxKnownAndSupported versions of Java (now 26), AGP (from
8.9.1 to 8.13), and Gradle (now 9.1).

Add tests for new codepaths and expand existing test coverage. Some
typos and changes to aid debugging included as well.

AGP 9 was made available for preview last week

This PR separates the regex for determining minSdkVersion in groovy or
kotlin gradle file when doing Android minSdkVersion migration.

[android][tool] Consolidate minimum versions for android projects. (#171965) 
I discovered we had a duplicate entry for what the min sdk api level
flutter supports along with duplicate code for telling the user.
This pr keeps the duplicate warnings but removed duplicate definitions. 
Updates the related tests
Updates workflow_test and android_workflow to compare against the
compile sdk version since the validation was ensuring that the lastest
of the installed sdks was at least what was needed for flutter to
compile. This make this pr more than a formatting/refactoring change and
an actual user facing change. Requesting re-review.

Improve robustness of comment detection when using flutter analyze --suggestions (#172977) 
Fixes #172055

~For some reason a trailing slash at the end of a comment or a line
below the commented out line that otherwise would match would cause the
regex to match that should be ignored.~

~I could not reason about why the trailing slash would cause a match but
the primary change apart from more robust tests is adding `^\s*` which
pins the match on lines that start with some amount of space before
excluding lines that use `//`~

The regex was overbroad at matching and we were getting lucky that the
second "version" was the one being selected a trailing slash broke the
overbroad match and selected the smaller match that was inside the
comment. The new fix was to pin the multi line regex to the start of a
line that way we can still handle newlines in the definition while
ensuring that commented out lines are not included.

The bug was for AGP version in plugins but the fix was applied to all of
the regular expressions in this area of code along with adversarial
units tests to prevent regression.

[ Tool ] Enable omit_obvious_*_types and specify_nonobvious_*_types lints (#172018) 
Sources under `packages/flutter_tools/` aren't accessible to the average
Flutter user by navigating through sources from their projects, so it
doesn't need to be as explicitly verbose with types for readability
purposes. The `always_specify_types` lint results in extremely verbose
code within the tool which adds little value.

This change disables `always_specify_types` in favor of a new set of
lints that aim to reduce verbosity by removing obvious types while also
maintaining readability in cases where variable types otherwise wouldn't
be obvious:

  - `omit_obvious_local_variable_types`
  - `omit_obvious_property_types`
  - `specify_nonobvious_local_variable_types`
  - `specify_nonobvious_property_types`

Bumping framework Template Defaults to Android 16 (API 36) (#166464) 
Updating framework to Android 16 (API 36). This involves updating
template versions to:

`compilesdk` 36
AGP 8.9.1
gradle  8.11.1

They are the recommended minimum versions outlined in the android docs
[here](https://developer.android.com/build/releases/gradle-plugin).

Note: I will bump `targetsdk` in a different PR. Infra changes may be
necessary when bumping `targetsdk`, so rolling it back would be easier
if the change is in a separate PR.

Add kotlin compatability to build file validation (#167143)

* adds a new gradle task like `javaVersion` named `kgpVersion` that
prints the version of kgp.
* adds gradle_utils.dart method for getting kgp version
* * kgp method is moved to utilities and we attempt to use a plugin
method before reflection.
* adds methods or  evaluating KGP + gradle and KGP + AGP compatibility. 
* * It turns out that we have been using incompatible versions that
happen to work with the subset of kotlin we are using.
* Uses new kgp methods in flutter analyze --suggestions as part of the
existing agp/java/gradle compatibility matrix.
* adds new tests for all new functionality
* Adds comments to sections of the code I found could use them. 
* Modifies flutter gallery to use a compatible version of kotlin and
update its lockfiles.

Add a gradle_errors.dartentry for missing NDK source.properties file (#167320) 
Adds an error handler for
https://github.com/flutter/flutter/issues/164085, based on the suggested
workaround.

The only related Android issue I could find is
http://issuetracker.google.com/issues/201557284, which suggests it is
due to an incorrect path for the NDK within the Android directory, which
means that allowing AGP to re-download would fix the issue. Users also
suggest that doing that fixes the issue in this comment
https://github.com/flutter/flutter/issues/164085#issuecomment-2684252849,
so the handler suggests that as the official workaround.

[flutter_tool] Handle RPCErrorKind.kConnectionDisposed (#164299) 
There's currently a lot of code that handles RPC Errors that contain the
text "Service connection disposed" because the error originally did not
have a unique error code.

A new error code was added in
https://dart-review.googlesource.com/c/sdk/+/381501 but it's not
currently used because it won't be caught by existing code.

This change updates all places that check for this text, and now also
handle the new error code in preperation for the code changing in
future.

Key change here is replacing the optimistic approach of guessing the
filename based on buildInfo parameters with the actual discovery of
built artifacts on the filesystem. This change is needed because there
is no way the build can determine the archiveName from Gradle, which
differentiates this part from other parameters such as buildType and
flavor. Flutter build contains information about them, but not about the
base name.

[flutter_tools] remove SkSL bundling and dump skp on compilation. (#162849) 
SkSL precompilation was only ever beneficial for iOS. For other
platforms, we recommended against it as Skia generated shaders per
target architecture which could be invalid on other devices. It is no
longer possible to use Skia on iOS.

Delete all Skia shader bundling logic.

Remove default for stripped option in engine/src/flutter/tools/gn, don't strip by default on android (#161546) 
Remake of https://github.com/flutter/engine/pull/52852. 

Makes it so that `stripped` defaults to false for android in `gn`
arguments, i.e. we don't strip the Android engine builds. AGP does this
by default when the NDK is installed (and we download it automatically
now after https://github.com/flutter/flutter/pull/159756).

In testing, the step that AGP does to strip symbols adds ~1-2 seconds to
the build.

Adds a tool verification for release app bundle builds that checks to
make sure we have stripped the debug symbols and placed them in the
[`BUNDLE-METADATA`
directory](https://developer.android.com/guide/app-bundle/app-bundle-format).
The check is done by invoking `apkanalyzer`, which takes ~`0.5` seconds,
which is why the check is only enabled for release builds.

BEFORE LANDING: I need to follow up on
https://github.com/flutter/engine/pull/50443#issuecomment-1945644730, to
ensure we start stripping symbols internally as well.

Fix flutter doctor instructions displayed when cmdline-tools (Android SDK) cannot be found (#162281) 
Fixes https://github.com/flutter/flutter/issues/161457.

`flutter doctor` tells the user to install missing Android command line
tools by invoking the command line tools (which are missing). Instead,
let's tell the users they can install them from the website (or—more
simply—download Android Studio).

🔊 [tool] Add a wirelessly connected device name as displayName (#160497) 
An improvement for #144634.

A wirelessly connected device will displayed as `Target device 1
(wireless)` in various of places.

Improve Plugins That Reference V1 Embedding Error Message (#160890) 
Improved the error message that appears when using plugins that
reference v1 embedding. The new error message explains why the error
appears and how to fix it.
