Modernize framework lints (#179089)
WIP

Commits separated as follows:
- Update lints in analysis_options files
- Run `dart fix --apply`
- Clean up leftover analysis issues 
- Run `dart format .` in the right places.

Local analysis and testing passes. Checking CI now.

Image GIF pausing (#176492)
Flutter needs a strong story around pausing animated GIFs because it
affects accessibility via
[MediaQueryData.disableAnimations](https://main-api.flutter.dev/flutter/widgets/MediaQueryData/disableAnimations.html).

### Today

Currently, it's possible to pause a gif using TickerProvider. However,
if paused on initial load, the first frame will never display, and I
believe that's a bug.

```dart
TickerMode(
  // Pauses the gif, but if set to false on first load, the first frame never loads.
  enabled: false,
  child: Image(image: myAnimatedGif),
),
```

Currently `disableAnimations` has no effect:

```dart
MediaQuery(
  // Currently has no effect on the Image, until this PR.
  data: MediaQueryData(disableAnimations: true),
  child: Image(image: myAnimatedGif),
),
```

### With this PR

* MediaQueryData.disableAnimations can be used to pause a gif in the
same way that TickerMode can be used today.
* If either MediaQuery.disableAnimations or TickerMode cause a gif to be
paused on first load, it will show its first frame before pausing. This
is potentially a breaking change.
  * The docs clearly explain this behavior and how to pause a gif.

Bump Dart to 3.8 and reformat (#171703)
Bumps the Dart version to 3.8 across the repo (excluding
engine/src/flutter/third_party) and applies formatting updates from Dart
3.8.

Fix: Ensure Image.errorBuilder reliably prevents error reporting (with addEphemeralErrorListener) (#167783)
_An alternative to https://github.com/flutter/flutter/pull/166130 using
`addEphemeralErrorListener`.
The following text is adapted from
https://github.com/flutter/flutter/pull/166130._

**Problem:**

Currently, when using an `Image` widget with an `errorBuilder`, if the
widget is removed from the widget tree (e.g., due to navigation or
`setState`) *after* the image loading process has started but *before*
an asynchronous loading error is reported back, the error can still be
reported via `FlutterError.reportError`. This occurs because the
`_ImageState` listener is removed upon disposal, and the
`ImageStreamCompleter` subsequently treats the error as unhandled,
logging it despite the developer's intent to handle it via the
`errorBuilder`. This leads to unexpected noise in logs and crash
reporting systems.

**Solution:**

This PR utilizes `addEphemeralErrorListener`, which allows the image
stream to be disposed while having an error reporter. The error will not
be reported as long as there is an error reporter. The `Image` widget
adds an empty error reporter if `errorBuilder` is not null.

**Tests:**

* Added a new test case `errorBuilder prevents FlutterError report even
if widget is disposed` to `test/widgets/image_test.dart` to specifically
verify the fix for the disposal race condition.
* This test was written by @/perlycke in
https://github.com/flutter/flutter/pull/166130.
* Existing tests in `test/widgets/image_test.dart` (including golden
tests like 'Failed image loads in debug mode') pass with these changes
without requiring updates.

**Breaking Changes:**

* None. This change fixes incorrect behavior and preserves expected
debug visuals. The internal mechanism for reporting errors when no
`errorBuilder` is present has shifted, but the user-facing outcome is
consistent.

Auto-format Framework (#160545)
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

When `RenderImage` receives a new `Image` it only needs to fire up the layout machinery when the dimensions of the image have changed compared to the previous image. If the dimensions are the same, a repaint is sufficient.

Dispose precached image info (#143017)
`precacheImage` was failing to dipose the `ImageInfo` it receives. That's part of the contract of being an image listener.

I'm doing this in the frame callback for the same reason as evicting it from the cache.

When resized network image has error, all future unrelated images using the same url will fail, even if the network becomes OK (#127456)

Add more flexible image API (#118966)
This updates the framework to provide higher level wrappers around ui.instantiateImageCodecWithSize(). Functionally, this doesn't change anything (other than deprecating the older loadBuffer() method in favor of loadImage()), but it sets the stage for a simpler change that will allow us to provide a more flexible way to load sized images.
