This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.
**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

## Description
This removes an unneeded expectation in the test for the AppLifecycleListener. It's unneeded because the test immediately resets the state anyhow. I'm removing it because the web implementation sets the value when initializing, so it's never initially null there.

- Added a test that causes parsing of all the different app lifecycle states.
This converts the packages/flutter/test/services directory to NNBD, now that the services package is converted.
I changed the signature of checkMessageHandler and checkMockMessageHandler on BinaryMessenger to take a nullable handler, since the tests wanted to check to make sure a handler wasn't set, and that functionality no longer works if the handler is non-nullable.
