Reimplemented StretchingOverscrollIndicator with Simulation ported from Android 12. (#173849)
Fixed an issue #169659

This PR improves the StretchingOverscrollIndicator to better match
native Android behavior.

- Previously, the stretch effect worked well only for slow dragging, and
during fast flings it was absent or felt clipped.
- Implemented a Simulation-based animation that responds naturally to
both slow drags and high-velocity flings.
- The result closely resembles the native Android overscroll behavior
while maintaining Flutter's performance characteristics.

This change ensures that momentum-based gestures produce a more natural
and intuitive overscroll experience, especially for users accustomed to
native Android scroll views.

Modernize framework lints (#179089)
WIP

- Run `dart fix --apply`
- Clean up leftover analysis issues

Local analysis and testing passes. Checking CI now.

Migrate to widget state (#175242)
Follow up of https://github.com/flutter/flutter/pull/174746

Migrate some files from `MaterialState` to `WidgetState`. This PR only
focus on WidgetState for a subset of files.

- This minimizes conflicts and reduces the size of the PR for easier
reviews and follow up
- I'll work on the other elements of
`packages/flutter/lib/src/material/material_state.dart` into other PRs

Fix arrowHeadColor breaks differentiation between states (#165178)
Fix https://github.com/flutter/flutter/issues/160458

The arrowheads color is currently displayed wrong when passing
`arrowHeadColor` parameter, it's due to the `arrowHeadColor` is passing
to IconButton.icon widget, not IconButton.color itself. Meanwhile, the
IconButton state depends on `onPressed` callback and the button color
logic happens in IconButton, not in Icon widget. The fix is simply to
pass `arrowHeadColor` to IconButton so that buttons will be displaying
correct color when state changes.

Auto-format Framework (#160545)
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

Remove more textScaleFactor references (#141816)
Remove more `textScaleFactor` references from flutter/flutter.  

- Some changes are related to label scaling: the padding EdgeInsets values of some chip subclasses scale linearly between predetermined "max" padding values and "min" padding values. Before they scale with the `textScaleFactor` scalar, now they scale with the font size and are still capped at the original "max" and "min" values.
- The rest of them are tests or size heuristics that depend on `textScaleFactor`, these are replaced by an effective text scale factor computed using a default font size (which is determined in a pretty random fashion, but it will only make a difference on Android 14+).

No API changes in this batch. There are still some references left that I intend to remove in a different batch that would introduce API changes.

Randomize Framework tests, opt out some tests that currently fail. (#85159)
This turns on order shuffling for all tests that don't fail with it on, marking those tests that do fail with a tag so that they will be run without shuffling on.

To determine which tests fail with it on, I ran all the tests 100 times with different random shuffle seeds, and then also ran it with the date seeds from today until the end of July, and tagged all of the test suites (files) that fail, with a seed that caused them to fail.
