Modernize framework lints (#179089)
WIP

Commits separated as follows:
- Update lints in analysis_options files
- Run `dart fix --apply`
- Clean up leftover analysis issues 
- Run `dart format .` in the right places.

Local analysis and testing passes. Checking CI now.

- Adoption of flutter_lints in examples/api coming in a separate change
(cc @loic-sharma)

[Material] Change default mouse cursor of buttons to basic arrow instead of click (except on web) (#171796)
Changes default mouse cursor of Material buttons to basic arrow instead
of click as per updated Android guidance.

For each Material button, I did the following:

1. Changed the default mouse cursor to the basic arrow.
2. Added a way to configure the mouse cursor of the button if a method
did not exist before.
3. Added a test to ensure that the default mouse cursor is now the basic
arrow (or modified an existing one if applicable).
4. Added a test to ensure that the customization of button mouse cursors
still works (if currently untested).

The list of Material buttons I modified (supposed to be all of them):

- FloatingActionButton
- ToggleButtons
- ElevatedButton

- FilledButton

Migrate to widget state (#175242)
Follow up of https://github.com/flutter/flutter/pull/174746

Migrate some files from `MaterialState` to `WidgetState`. This PR only
focus on WidgetState for a subset of files.

- This minimizes conflicts and reduces the size of the PR for easier
reviews and follow up
- I'll work on the other elements of
`packages/flutter/lib/src/material/material_state.dart` into other PRs

Fix IconButton.color overrided by IconButtomTheme (#174515)
## Description

This PR fixes IconButton icon color resolution. 

## Before

The IconButton.color property does not take precedence over the ambient
`IconButtonTheme`

## After

The IconButton.color property overrides the ambient `IconButtonTheme`.

Fixes [SnackBar closeIconColor does not respect widget
override](https://github.com/flutter/flutter/issues/174472)

feat(IconButton): add property to specify a states controller (#169821)
## Description

Enable specifying a custom statesController to the IconButton widget.
This increase consistency since other widgets expose this property as
well.

Bump Dart to 3.8 and reformat (#171703)

This PR exposes `borderOnForeground` from the `Material` class to
`ButtonStyle` and `OutlinedButton` class, letting the developer decide
whether to show the border on foreground or background.

### Description

This PR adds``AnimatedTheme` to `ButtonStyleButton` which is extended by
buttons. It animates the button icon when changing icon color and size,
similar to button text.

Adjustments to FocusHighlightMode handling (#162417)
Fixes https://github.com/flutter/flutter/issues/158527

Adjustments:
* Using the mouse/trackpad does no longer change `FocusHighlightMode`s
(this matches observed behavior on Android)
* Changing focus via a11y on the web forces `FocusHighlightModes.touch`,
which hides the visual input focus indication from non-Textfields. The
reason here is in order to give something input focus on the web it also
has to have a11y focus, which is indicated separately.

Auto-format Framework (#160545)
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

all selectable widgets set the hasSelectedState flag (#157191)
Set the `hasSelectedState` flag in all selectable widgets. This happens automatically because only selectable widgets have `Semantics.selected` set to a non-null value. When the value is propagated to `SemanticsConfiguration.isSelected`, it sets both `hasSelectedState` to true and `isSelected` as appropriate.

Reland: Request focus if accessibility focus is given to a Focus widget (#142942) (#149840)
## Description

This attempts to re-land #142942 after being reverted in https://github.com/flutter/flutter/pull/149741 because it broke the iOS [platform view UI integration test](https://github.com/flutter/flutter/blob/master/dev/integration_tests/ios_platform_view_tests/ios/PlatformViewUITests/PlatformViewUITests.m?rgh-link-date=2024-06-06T19%3A47%3A27Z).

The changes here from the original are that in the Focus widget we no longer set the `onFocus` for the `Semantics` if the platform is iOS.  It was not intended to do anything on iOS anyhow.

Also, I updated the matchers to not actually do anything yet with the SemanticsAction.focus matching, so that this can be landed without breaking customer tests, and once they have been updated to correctly look for the focus action, we can land a PR that will turn it on.

Move Feedback to widgets layer (#148523)
Currently, `Feedback` exists in the Material layer. However, not only is
`Feedback` not material-opinionated, but it is an abstract class that
defines its functionality depending on the user's platform.

It makes sense that `Feedback` should exist in the widgets layer
instead. This makes it easier to incorporate platform specific
`Feedback` updates as they arrive, fixing issues like #148391.

[web] - Fix broken TextField in semantics mode when it's a sibling of Navigator (#138446)
When a `TextField` is rendered before a `Navigator`, it breaks in semantics mode.  This is because the framework generates the incorrect semantics tree (excludes the TextField) and when that tree gets sent to the engine, we don't get the signal to create the corresponding `<input>` element.

This happens for a few reasons:
* `ModalBarrier` uses `BlockSemantics` to drop the semantics of routes beneath the current route in `Navigator`
* `ModalBarrier` mistakenly recognizes the widget outside of the `Navigator` to be its sibling
*  So we end up dropping the semantics node of the `TextField` rendered before it. 

The fix is to let `Navigator` generate a semantics node so that `ModalBarrier` doesn't mistakenly think widgets outside of `Navigator` are its siblings.  

`Navigator` doesn't currently do this, which causes all the nodes generated from its widget subtree to be directly attached to the parent semantics node above `Navigator` - since this is also the parent of `TextField`, it considers them siblings.

Several things I done:

1. add new enum `parentScope`
2. refactor _sortAllDescendants so that it doesn't recursively looking
into its descendant when it encounter a FocusScopeNode.
3. When the nextFocus try to focus into a FocusScopeNode, it will try to
find the first focusable FocusNode in traversal order and focus it
instead if it doesn't have a first focus.
4. Change the default in Navigator to always be `parentScope`
5. Only the root navigator will use `leaveFlutterView` if platform is
web.


Previously 2 and 3 are not needed because once a focusscope trapped the
focus, there isn't a chance where the parent focusscope have to deal
with next focus.

If we don't do 2 and 3 after the change, it will cause it to stuck in
the current scope again. Because once the focus leave the current scope,
it needs to also remove the first focus in that scope (so that it can
start fresh when focus traversal back to the scope in the future). At
this point the current scope will have the primary focus without the
first focus. The parent scope will then try to find the next focus, and
it will place the focus to the first traversal child in the current
scope again.

Move mock canvas to flutter_test (#131631)
Fixes https://github.com/flutter/flutter/issues/59413

This relocates `mock_canvas.dart` and `recording_canvas.dart` from `flutter/test/rendering` to `flutter_test`. 

The testing functionality afforded by mock_canvas should be available to everyone, not just the framework. :)

mock_canvas.dart needed a bit of cleanup - things like formatting and super parameters.

Fix IconButton leaks its internal MaterialStatesController (#130720)
## Description

This PR adds a call to dispose the internal `MaterialStatesController` instantiated by `_SelectableIconButtonState`.

I found this memory leak while working on M2/M3 test update for `about_test.dart`. This memory leak only happens when using M3 because `IconButton` relies on `_SelectableIconButton` only when useMaterial3 is true:

Can traverse if current focused node skips traversal (#130812)
Currently if the focus is on a focusnode that `skipTraversal = true`, the tab won't be able to traverse focus out of the node.

Reorder materialStateProperty defaults (#125905)
Fixes #122250. This PR is to make sure all the MaterialStateProperty defaults are able to correctly resolve different states. 
* When a widget is pressed, it is also hovered, so we need to put the `MaterialState.pressed` check before `MaterialState.hovered`. 
* When a widget is focused, the widget should still be able to be hovered, so we should check `MaterialState.hovered` before `MaterialState.focused`.
* There are also cases like in _InputDecoratorDefaultsM3, the `MaterialState.disabled` should be checked before `MaterialState.error`.

 the order should be disabled, (error), pressed, hovered, focused.
