This is a reland of #178817, which was reverted in #179100 due to test
failures.
The original PR introduced `hitTestBehavior` to the semantics framework
but incorrectly applied `opaque` behavior to `ModalRoute`, which blocked
platform views from receiving pointer events.
Instead of making the entire modal opaque, we:
1. Keep `ModalRoute` without explicit `hitTestBehavior` (defaults to
`defer`)
2. Make only the dialog/sheet content opaque (blocks clicks to barrier)
3. Platform views remain clickable because they're outside the opaque
content boundary

This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.
**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted

## Description
This PR fixes some `DropdownButtonFormField` issues where the overlay
color overflows.
Before this PR, `DropdownButtonFormField` was relying on an `InkWell` to
display overlay colors. This resulted in several issues related to the
`InkWell` overflowing because it is not aware of the inner container
inside `InputDecorator`, for instance see
https://github.com/flutter/flutter/issues/106659.
With this PR, `DropdownButtonFormField` does not use an `InkWell` but
rely on `InputDecorator` to paint overlay colors. `InputDecorator`
paints overlay colors only on its internal container, this fixes the
color overflowing when using `InkWell`. With this change users can
opt-in for overlay colors to be painted by setting InputDecorator.filled
to true (similarly to TextField and accordingly to [the Material
specification](https://m2.material.io/components/menus#dropdown-menu)).

Because `DropDownButtonFormField` accepts both a `hint` parameter and a `decoration`parameter, one can expect `InputDecoration.hintText` to be valid.
Before this PR, when `InputDecoration.hintText` was specified, it is shown but the vertical position is wrong.

This PRs add a new parameter to `DropdownButton` which allows to set the menu width.

Iâm not fond of adding new property, especially for a widget which is supposed to be replaced on M3, but in this case it might makes sense because it is a way to not break existing code while addressing a legitimate issue.

When a `TextField` is rendered before a `Navigator`, it breaks in semantics mode. This is because the framework generates the incorrect semantics tree (excludes the TextField) and when that tree gets sent to the engine, we don't get the signal to create the corresponding `<input>` element.
This happens for a few reasons:
* `ModalBarrier` uses `BlockSemantics` to drop the semantics of routes beneath the current route in `Navigator`
* `ModalBarrier` mistakenly recognizes the widget outside of the `Navigator` to be its sibling
* So we end up dropping the semantics node of the `TextField` rendered before it.
The fix is to let `Navigator` generate a semantics node so that `ModalBarrier` doesn't mistakenly think widgets outside of `Navigator` are its siblings.
`Navigator` doesn't currently do this, which causes all the nodes generated from its widget subtree to be directly attached to the parent semantics node above `Navigator` - since this is also the parent of `TextField`, it considers them siblings.

Remove more `textScaleFactor` references from flutter/flutter.
- Some changes are related to label scaling: the padding EdgeInsets values of some chip subclasses scale linearly between predetermined "max" padding values and "min" padding values. Before they scale with the `textScaleFactor` scalar, now they scale with the font size and are still capped at the original "max" and "min" values.
- The rest of them are tests or size heuristics that depend on `textScaleFactor`, these are replaced by an effective text scale factor computed using a default font size (which is determined in a pretty random fashion, but it will only make a difference on Android 14+).
No API changes in this batch. There are still some references left that I intend to remove in a different batch that would introduce API changes.
Migrate tests in flutter/flutter. Once the tests here and in `*_customer_testing` are migrated, the default value of the migration flag will be changed from false to true, making the rounding hack disabled by default.

This relocates `mock_canvas.dart` and `recording_canvas.dart` from `flutter/test/rendering` to `flutter_test`.
The testing functionality afforded by mock_canvas should be available to everyone, not just the framework. :)
mock_canvas.dart needed a bit of cleanup - things like formatting and super parameters.
Updates most of the unit tests in the packages/flutter/test/material folder so that they'll pass if ThemeData.useMaterial3 defaults to true.
All of the tests have wired useMaterial3 to false and will need to be updated with a M3 version.
