Modernize framework lints (#179089) 
WIP

Commits separated as follows:
- Update lints in analysis_options files
- Run `dart fix --apply`
- Clean up leftover analysis issues 
- Run `dart format .` in the right places.

Local analysis and testing passes. Checking CI now.

- Adoption of flutter_lints in examples/api coming in a separate change

Bump Dart to 3.8 and reformat (#171703) 
Bumps the Dart version to 3.8 across the repo (excluding
engine/src/flutter/third_party) and applies formatting updates from Dart
3.8.

This commit introduces a `maxWidth` property to `Dialog` to allow
limiting the maximum width of the component. It is following the
[Material3
guidelines](https://m3.material.io/components/dialogs/specs#6771d107-624e-47cc-b6d8-2b7b620ba2f1)
for Dialogs

No tests have been created yet. I'd like to get feedback on the
implementation approach before writing tests to ensure they are aligned
with the intended design

[web] Remove HTML renderer from framework tests (#162038) 
- Cleanup many HTML special cases and skips in framework tests.
- Update some dartdocs that referred to the HTML renderer.

For reviewers: it may help if you set `Hide whitespace` to true in
Github. It will help you skip through all the formatting/indentation
changes.

Auto-format Framework (#160545) 
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

Update ThemeData.dialogTheme type to accept DialogThemeData (#155129) 
Following https://github.com/flutter/flutter/pull/153982, this PR is to normalize `ThemeData.dialogTheme`; change the `DialogTheme dialogTheme` property to `DialogThemeData dialogTheme` in ThemeData. In `ThemeData()` and `ThemeData.copyWith()`, the dialogTheme parameter type is changed to `Object?` to accept both `DialogTheme` and `DialogThemeData` so that we won't cause immediate breaking change and make sure rolling is smooth. Once all component themes are normalized, these `Object?` types should be changed to `xxxThemeData`.

There's no way to create a dart fix because we can't add a "@deprecated" label for `DialogTheme`; `DialogTheme` is a new `InheritedWidget` subclass now.

Update color assertions (#154752)

This is a forward fix to help
https://github.com/flutter/engine/pull/54981 land.

It makes the following changes:
1) Removes hardcoded `Color.toString()` assumptions in asserts
1) Switches some lerp tests to use numbers that are more friendly to
uint8_t and floating point numbers
1) implements custom matchers for color
1) removes word wrapping for some asserts since it makes them fragile to
changes in `Color.toString()` invocations

Normalize Dialog theme (#153982) 
This PR is to make preparations to make `DialogTheme` conform to Flutter's conventions for component themes:

* Added a `DialogThemeData` class which defines overrides for the defaults for `Dialog` properties.
* Added 2 `DialogTheme` constructor parameters: `DialogThemeData? data` and `Widget? child`. This is now the preferred way to configure a `DialogTheme`:
```
DialogTheme(
  data: DialogThemeData(color: xxx, elevation: xxx, ...),
  child: Dialog(...)
)
```
  These two properties are made nullable to not break existing apps which has customized `ThemeData.dialogTheme`.

* Changed the type of theme defaults from `DialogTheme` to `DialogThemeData`.

TODO:

* Fix internal failures.
* Change the type of `ThemeData.dialogTheme` from `DialogTheme` to `DialogThemeData`. This may cause breaking changes, a migration guide will be created.

Update unit tests in material library for Material 3 (#128725) 
Updates most of the unit tests in the packages/flutter/test/material folder so that they'll pass if ThemeData.useMaterial3 defaults to true.

All of the tests have wired useMaterial3 to false and will need to be updated with a M3 version.

Fix web test flakiness; enable web golden tests (#52789) 
* Fix web test flakiness; enable web golden tests

The fix is three-part:

- Only allow one test to load _and_ test at any point in time.
- Use a fresh Chrome instance for each test file.
- Increase Cirrus resources.

The first two changes only fix the "Unknown error loading" error, but not hanging tests. The resource increase also prevents hanging tests.

Other minor changes:

- Remove test batching (it's no longer necessary)
- Fix the Chrome class, which was using the wrong Completer.

License update (#45373) 
* Update project.pbxproj files to say Flutter rather than Chromium

Also, the templates now have an empty organization so that we don't cause people to give their apps a Flutter copyright.

* Update the copyright notice checker to require a standard notice on all files

* Update copyrights on Dart files. (This was a mechanical commit.)

* Fix weird license headers on Dart files that deviate from our conventions; relicense Shrine.

Some were already marked "The Flutter Authors", not clear why. Their
dates have been normalized. Some were missing the blank line after the
license. Some were randomly different in trivial ways for no apparent
reason (e.g. missing the trailing period).
