Modernize framework lints (#179089)
WIP

Commits separated as follows:
- Update lints in analysis_options files
- Run `dart fix --apply`
- Clean up leftover analysis issues 
- Run `dart format .` in the right places.

Local analysis and testing passes. Checking CI now.

- Adoption of flutter_lints in examples/api coming in a separate change

add PointerDeviceKind to ScaleStartDetails (#165096)
Adds the `PointerDeviceKind` of the scale start event to
`ScaleStartDetails`, which is currently missing.

This is a bug according to #115061. Additionally, according to the docs:

>Having both a pan gesture recognizer and a scale gesture recognizer is
redundant; scale is a superset of pan. Just use the scale gesture
recognizer.

See also #135936 for similar issues and the PRs fixing them.

If multiple pointers are contacting the screen at scale start, then the
`PointerDeviceKind` of the first pointer is used. In practice this
should be good enough as I don't know of any UI that expects you to use
two different pointer kinds at the same time. However, if this is an
issue, we could either give a list of pointers with their kinds or a set
of all active `PointerDeviceKind`s. I don't think this is necessary
though.

Auto-format Framework (#160545)
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

ScaleGestureRecognizer pointerCount=2 for trackpad gestures (#140745)
Now trackpad gestures will count as pointerCount=2 instead of 1. It makes it easier for people who want to have different behaviour for single-finger drag vs two-finger pan/zoom. Also fixed up `scale_test.dart` to verify `pointerCount` in more places.

add sourceTimeStamp to ScaleUpdateDetails (#135936)
This PR adds the ability to get the `sourceTimeStamp` from `ScaleUpdateDetails` in a `GestureScaleUpdateCallback` like so:

```dart
onScaleUpdate: (ScaleUpdateDetails details){
  print(details.sourceTimeStamp);
}
```

`sourceTimeStamp` is necessary when tracking velocity eg.

```dart
VelocityTracker tracker = VelocityTracker.withKind(PointerDeviceKind.touch);
///...
onScaleUpdate: (ScaleUpdateDetails details){
  tracker.addPosition(details.sourceTimeStamp!, details.focalPoint);
}
```

The docs say:

>Having both a pan gesture recognizer and a scale gesture recognizer is redundant; scale is a superset of pan. Just use the scale gesture recognizer.

Currently this is not entirely accurate, and should be fixed, as noted in https://github.com/flutter/flutter/issues/43833#issuecomment-548133779. This PR does not add `sourceTimeStamp` to `ScaleStartDetails` because it is more involved. Specifically, `ScaleStartDetails` can be created in `acceptGesture` which does not have access to the `PointerEvent` to get the `event.timeStamp` (54fa255432/packages/flutter/lib/src/gestures/scale.dart (L730C5-L730C5)).

See also https://github.com/flutter/flutter/issues/43833 which added delta and https://github.com/flutter/flutter/issues/49025 which added `numPointers` to `ScaleUpdateDetails` for the reason given above. `sourceTimeStamp` should probably be added to `ScaleStartDetails` as well because it exists in `DragStartDetails` and therefore in `onPanStart`.

I am not sure how to add tests for this, any input about this PR would be appreciated.

License update (#45373)
* Update project.pbxproj files to say Flutter rather than Chromium

Also, the templates now have an empty organization so that we don't cause people to give their apps a Flutter copyright.

* Update the copyright notice checker to require a standard notice on all files

* Update copyrights on Dart files. (This was a mechanical commit.)

* Fix weird license headers on Dart files that deviate from our conventions; relicense Shrine.

Some were already marked "The Flutter Authors", not clear why. Their
dates have been normalized. Some were missing the blank line after the
license. Some were randomly different in trivial ways for no apparent
reason (e.g. missing the trailing period).

* Clean up the copyrights in non-Dart files. (Manual edits.)

Also, make sure templates don't have copyrights.

* Fix some more ORGANIZATIONNAMEs

87445e5913 Increase the touch slop. (#11419)
It was 8.0. It's now arbitrarily 18.0.

Changing this required adjusting some tests. Adjusting the tests
required debugging the tests. Debugging the tests required some tools
to help debugging gesture recognizers and gesture arenas, so I added
some. It also required updating some toString() methods which resulted
in some changes to the tree diagnostics logic.

Also I cleaned up some docs while I was at it.

f9ae22677a Improve cooperation between scale and drag gestures (#9298)
Now the scale gesture will accept if its focal point moves more than the pan
slop. This change lets it compete with a drag gesture (e.g., a containing scrol
view) in the same way that the pan gesture does.

3252701753 Make it possible to run tests live on a device (#3936)
This makes it possible to substitute 'flutter run' for 'flutter test'
and actually watch a test run on a device.

For any test that depends on flutter_test:

1. Remove any import of 'package:test/test.dart'.

2. Replace `testWidgets('...', (WidgetTester tester) {`
      with `testWidgets('...', (WidgetTester tester) async {`

3. Add an "await" in front of calls to any of the following:
    * tap()
    * tapAt()
    * fling()
    * flingFrom()
    * scroll()
    * scrollAt()
    * pump()
    * pumpWidget()

4. Replace any calls to `tester.flushMicrotasks()` with calls to
   `await tester.idle()`.

There's a guarding API that you can use, if you have particularly
complicated tests, to get better error messages. Search for
TestAsyncUtils.

51b1550df7 Delay win-by-default in gesture arena (#3552)
Wait until the end of the microtask to tell gesture recognizers that
they've won in the gesture arena. This lets recognizers dispose reject
themselves at arbitrary times without triggering gestures in awkward
call stacks.

4b1a9ff14c Remove PointerRouter and GestureArena arguments
There's no reason to make clients supply a PointerRounter and a
GestureArena when constructing gesture recognizers. These objects are
statics and the gesture recognizers can just grab them directly.

Also, remove the callback constructor arguments. Almost no code used
them. Instead, people seem to prefer using the `..` operator to set
callbacks on the recognizers. Removing the arguments removes a bunch of
boilerplate.
