Modernize framework lints (#179089)
WIP

Commits separated as follows:
- Update lints in analysis_options files
- Run `dart fix --apply`
- Clean up leftover analysis issues 
- Run `dart format .` in the right places.

Local analysis and testing passes. Checking CI now.

[Cupertino] Apply RSuperellipse to most Cupertino widgets (#167784)
This PR applies RSuperellipse to most Cupertino widgets. I got the list
by searching for `ClipRRect`, `drawRRect`, and `BoxDecoration` (with
`borderRadius`) through the package. They're replaced by
`ClipRSuperellipse`, `drawRSuperellipse`, and `ShapeDecoration`
respectively.

There are a few widgets that I didn't apply:
* `CupertinoTextField` as well as its related widget
`CupertinoSearchTextField`, because `CupertinoTextField` expects a
`BoxDecoration` argument. Migrating it is nontrivial and will take place
in a separate PR.
* `CupertinoTextSelectionToolbar`, because it seems complicated
(containing a lot of paths). I wonder if it's possible to replace the
clipPath with clipRRect/clipRSe for better performance.
* `CupertinoSwitch`. I suspect it's not an squircle since it tightly
contains a full circle.

This PR addresses Issue number: 163840, where when hovering over a
Cupertino button the mouse cursor wouldn't switch to clickable and there
wasn't any option to configure it.

Adds Mouse cursor to CupertinoButton, CupertinoButton.Filled and
CupertinoButton.Tinted

Make pressing and moving on CupertinoButton closer to native behavior. (#161731)
Fixes: #91581 

This PR adds an `onTapMove` event to `TapGestureRecognizer`, and then
`CupertinoButton` uses this event to implement the behavior of the
native iOS `UIButton` (as shown in the issue). It is worth noting that
this PR slightly changes the way `CupertinoButton`'s `onPressed` is
triggered. Specifically, it changes from being triggered by
`TapGestureRecognizer`'s `onTap` to checking if the event position is
still above the button in `TapGestureRecognizer`'s `onTapUp`.
Additionally, it removes the previous behavior where the gesture was
canceled if moved beyond `kScaleSlop` (18 logical pixels). Overall,
previously, `onPressed` could not be triggered if the button was pressed
and then moved more than 18 pixels. This PR adjusts it so that
`onPressed` cannot be triggered if the button is pressed and then moved
outside the button.

Auto-format Framework (#160545)
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

Implemented CupertinoButton new styles/sizes (fixes #92525) (#152845)
This PR fixes #92525 and introduces the following changes according to [latest iOS HIG](https://developer.apple.com/design/human-interface-guidelines/buttons#iOS-iPadOS):

- `CupertinoButton` now has a `size` property (type `enum CupertinoButtonSize`, values sm/md/lg, default `lg`) that allows the devs to apply new iOS 15+ button styles
- Previously `CupertinoButton` had a larger padding when no background color was specified. With the new HIG, that is no longer the case
- `CupertinoButton` now has a `.tinted` constructor that renders a translucent background (transparency % is brightness-dependent) and uses a different foreground color compared to `.filled`
- `CupertinoButton` now uses the `actionTextStyle` TextStyle from the given theme
- `CupertinoButton`'s child IconTheme's size will always be x1.2 the given TextStyle's size
- `CupertinoTextThemeData` now has a `actionSmallTextStyle` property to use with small buttons (including a default `_kDefaultActionSmallTextStyle` TextStyle)

Set default Cupertino primaryContrastingColor to white (#153039)
**Fixes #152846 in accordance with iOS HIG**

Previously the `_CupertinoThemeDefaults _kDefaultTheme` would set the `primaryContrastingColor` to `CupertinoColors.systemBackground`, which was white-ish in light mode, and black-ish in dark mode. That was in accordance with Apple Design Resources from 5 years ago.

As of now, iOS HIG suggests that the `primaryContrastingColor` (in combination with the currently default `primaryColor: CupertinoColors.systemBlue`) be white (regardless of light/dark modes, contrast, elevation, etc.)

Re-enable SemanticsAction.focus matchers (#150990)
## Description

This re-enables the `SemanticsAction.focus` matchers so that they actually do something now instead of ignoring the action.

This was so that we could land the focus action changes without causing breakages in customer tests, and now that customer tests have been updated, we can land this PR turning it on again.

Copy any previous IconThemeData instead of overwriting it in CupertinoButton (#149777)
This changes how the `IconThemeData` is passed to the child of `CupertinoButton`.

Previously, it would derive the foreground color from the current theme and create a new `IconThemeData` object.
This causes any `IconThemeData` to be overwritten.

This change uses `IconTheme.of` to get the currently applied icon theme and only overwrites the properties provided by the `CupertinoButton` instead of the whole object.

Fixes #149172.
