[packages_autoroller] Migrate to dart build cli ( #181273 )

Tested locally `$ ./dev/packages_autoroller/run --token token.txt` and
commenting out all the GitHub stuff:

Modernize framework lints ( #179089 )

Commits separated as follows:
- Update lints in analysis_options files
- Run `dart fix --apply`
- Clean up leftover analysis issues
- Run `dart format .` in the right places.
Local analysis and testing passes. Checking CI now.

- Adoption of flutter_lints in examples/api coming in a separate change

This bumps Dart to 3.9.
We are holding off on 3.10 until we can include best practices for dot
shorthands in the style guide, which will follow the lint update in
#178827

## Description
Continuing the work from @jamilsaadeh97 to replace verbose null checks
with modern
[null_aware_elements](https://dart.dev/tools/linter-rules/use_null_aware_elements )
syntax.
This PR cleans up the remaining files not covered in the previous parts,
making the code more concise.

Bump Dart to 3.8 and reformat ( #171703 )

Bumps the Dart version to 3.8 across the repo (excluding
engine/src/flutter/third_party) and applies formatting updates from Dart
3.8.
